About this opportunity
The Missouri Department of Transportation (MoDOT) and the Missouri Highways and Transportation Commission (MHTC) are requesting bids for a Prescription Safety Eyewear Program under IFB, with bids due October 1, 2026 at 2:00 p.m. Central Time. Service-disabled veteran business enterprises (SDVBEs) are preferred; MBE and WBE participation is encouraged.
The program is non-mandatory and targets safety-sensitive, full-time MoDOT employees who require prescription eyewear and are routinely exposed to flying debris or other eye hazards. Employees purchase eyewear on a biennial basis. All eyewear must meet or exceed ANSI Z87-2020 standards. Frame materials include metal and plastic; lens styles span single vision, bifocal, trifocal, and progressive; lens materials include polycarbonate, CR39, and glass. Optional features (photochromic, transitions, polarized, UV protection, scratch-resistant coating) are available. A minimum one-year warranty covering repair or replacement at no cost is required.
The awardee must maintain a network of minimum ten service providers evenly distributed throughout each MoDOT district and provide display sets of prescription safety eyewear to each district. MoDOT estimates biennial quantities by district (detailed in Attachment 2); actual usage varies based on employee participation. The pricing structure requires vendors to provide a subsidized amount per employee, with employees responsible for costs exceeding the subsidy and eye examinations.
The initial contract period runs November 1, 2026 through October 31, 2027, with up to four additional one-year renewal options at MoDOT's sole discretion. Performance is statewide across eight MoDOT districts (Northwest, Northeast, Kansas City, Central, St. Louis, Southwest, Southeast, and Central Office in Jefferson City).
Award will be made to the lowest responsive and responsible bidder. Bids are submitted electronically through MissouriBUYS or by mail (USPS, UPS, FedEx); hard copy submissions require notification to Lori.Tackett@modot.mo.gov at least five days prior to closing. No pre-bid conference or site visit is scheduled.
