About this opportunity

The City of Detroit Office of Contracting and Procurement, on behalf of the Police Department, is requesting quotations for Prescription Drug Supplies with quotations due October 9, 2026. An amendment to the original solicitation was posted on September 18, 2026 and should be reviewed for modifications to pricing, delivery, specifications, quantities, or timelines.

Equalization credits under Detroit City Municipal Code Section 17-5-12 apply to certified businesses. Eligible certifications include Detroit Based (D-BB), Detroit Resident Business (D-RB), Detroit Headquartered (D-HB), Detroit Based Small Business (D-SB), Detroit Based Micro Business (D-MB), Construction Workforce Investment Business (CWI), Construction Workforce Development Business (CWD), Joint Venture, and Mentor Venture designations. Equalization allowances range from 1 to 5 percent depending on certification type. The lowest equalized bidder receives award provided the equalization adjustment does not exceed 12 percent above the lowest responsible bid or $100,000, whichever is less. The Purchasing Director may limit bidding to Detroit-based businesses, small businesses, or micro businesses when at least three eligible firms are certified.

The scope comprises pharmaceutical supplies and related items specified in an attached price sheet; vendors must submit unit pricing and total cost estimates for all listed items. Respondents must complete a questionnaire documenting at least three relevant projects completed within the last five years of similar scope, organizational structure, key personnel resumes, and confirmation that proposed subcontractors are not on Detroit's debarred and suspended suppliers list.

The contract includes a maximum value established in Exhibit B (Fee Schedule) with an initial term and potential City-discretionary renewal options. The awardee must maintain commercial general liability insurance of $1,000,000 per occurrence, cyber liability insurance of $1,000,000 per claim with $5,000,000 aggregate, and ISO 27001 certification or SOC 2 Type 2 Reports annually. Payment is contingent on proper invoicing within thirty days of delivery and vendor registration in the City's Supplier Portal for ACH processing. The contract incorporates Davis-Bacon Act wage provisions, equal employment opportunity standards, and federal compliance requirements applicable to federally-funded programs.
