About this opportunity
Carroll County Office of Procurement, in cooperation with the Division of Utilities, is soliciting Statements of Qualifications from firms seeking prequalification for water and wastewater utility system repair and replacement services under Bid Number 71-F-4-26/27, with SOQs due November 4, 2026 at 10:30 a.m. EST. Failure to submit a qualifying SOQ by the deadline renders a firm ineligible to bid on the subsequent Invitation for Bid, which the County will advertise separately within several weeks.
The County will award a Term Contract for labor, material, and equipment to repair and replace water and wastewater components, including mains, laterals, pumping stations, and treatment facilities. Work is as-needed, covering both normal workday and after-hours emergency services. Current contractor status with the Division of Utilities does not exempt a firm from the SOQ requirement, and prequalification through the County's Division of Engineering does not apply to this project.
The SOQ must include company profile information (years in business, location, firm size, and major equipment owned), qualifications of key office staff and the on-site construction foreman, and project references for at least three similar water and wastewater utility projects completed within the past five years. Firms must also submit a Maryland Certificate of Good Standing. The County will review submissions on a pass/fail basis for minimum qualifications and capabilities. References may be contacted up to three times by telephone or email, and failure to respond may result in disqualification.
Submissions must be electronic through Public Purchase in PDF format, limited to fifteen single-sided 8.5-by-11-inch pages with a minimum 12-point font. Questions are due October 28, 2026 at 4:00 p.m. EST.
