About this file

This Statement of Qualifications (SOQ) document is issued by the Carroll County Division of Utilities Department of Public Works in Maryland for the prequalification of contractors for Utility System Repair and Replacement Services (Bid Number 71-F-4-26/27). The Carroll County Office of Procurement, in cooperation with the Division of Utilities, is soliciting qualified firms to enter into a Term Contract providing labor, material, and equipment for the repair and replacement of water and wastewater utility system components, including mains, laterals, pumping stations, and treatment facilities on an as-needed basis for both normal workday and after-hours emergency services. The SOQ must be submitted by Wednesday, November 4, 2026, at 10:30 AM EST via electronic submittal through Public Purchase in PDF format. The SOQ submission is limited to fifteen (15) single-sided pages, 8.5 by 11 inches, with a minimum 12-point font. Questions regarding the SOQ must be submitted by 4:00 PM EST on Wednesday, October 28, 2026. Failure to submit a qualifying SOQ by the deadline will render the firm ineligible to bid on the subsequent Invitation for Bid, which will be advertised separately within several weeks.

The SOQ requires firms to provide company profile information, years in business, location, firm size, and major equipment owned; qualifications and experience of key office staff and on-site construction foreman; project references for a minimum of three similar water and wastewater utility projects completed within the past five years; and a copy of the Maryland Certificate of Good Standing. The County will review submissions on a Pass/Fail basis to determine minimum qualifications and capabilities. References will be contacted a maximum of three times via telephone and/or email; failure to respond may result in disqualification. Current contractor or vendor status with the Division of Utilities does not exempt firms from the SOQ requirement, nor does pre-qualification through the County's Division of Engineering apply to this project. No pricing information, set-asides, or contract award dates are included in this prequalification document.

The Carroll County Division of Utilities has responsibility for the repair, replacement, and maintenance of water and wastewater mains and laterals, pumping stations, and treatment facilities within its various service areas.

The Carroll County Office of Procurement, in cooperation with the Division of Utilities, will be soliciting bids from qualified firms to enter into a Term Contract to provide the labor, material, and equipment necessary for the repair and/or replacement of water and wastewater utility system components on an as-needed basis for both normal workday services as well as after-hours emergency services.

The Invitation for Bid for this work will be advertised separately on Public Purchase within the next several weeks. At this time, the County is requesting a Statement of Qualifications from firms interested in bidding on the Utility System Repair and Replacement Services contract.
