About this opportunity

Osceola County, Florida is requesting proposals for prequalification of contractors to provide parks, conservation areas, and lake management services on a task authorization basis, with proposals due June 23, 2026 at 2:00 p.m. This is a prequalification vehicle enabling the county to competitively select among qualified contractors for individual task authorizations; it is not a traditional single-award procurement.

The scope encompasses land and aquatic conservation management across approximately 8,001 acres of county-maintained properties, including historic building repairs and restoration, recreation facility repairs and installation, shoreline stabilization, boat ramp and dock construction, habitat restoration, exotic vegetation control, trail installation and repairs, and controlled burning. The RFP defines five task groups, and contractors may apply for one or more specialty areas. The county reserves the right to require mandatory onsite visits for specific projects.

Contractors must be licensed in Florida, have operated under their current business name and ownership for a minimum of three consecutive years, and demonstrate experience providing similar services equal in size and scope to solicitation requirements. Proposals are evaluated on firm qualifications and experience (40 points), similar projects (30 points), project approach (25 points), and acceptance of proposal terms and conditions (5 points). Performance and payment bonds equal to 100 percent of the task authorization award amount are required for individual task authorization projects exceeding $200,000; the maximum value for any single task authorization is $250,000. Once prequalified, contractors will submit price proposals for task authorizations exceeding $10,000, with the county selecting based on price and capability.

The resulting agreement covers an initial three-year term with the opportunity for one or two additional one-year renewal periods, not to exceed five years total. Contractors must comply with E-Verify employment verification requirements and maintain appropriate insurance coverage. Written questions were due June 4, 2026. All proposals are public records under Florida open government law.
