About this opportunity

Hernando County Board of County Commissioners is requesting qualifications for prequalification of continuing contractors to provide Construction Engineering and Inspection (CEI) and geotechnical services on a task order rotation basis, with proposals due September 9, 2026 at 10:00 a.m. via the County's eProcurement Portal. A local-vendor preference of 5% applies to evaluation scoring for vendors claiming local preference.

Respondents must hold Florida professional engineer licensure and demonstrate minimum five years of professional experience and competency in CEI services for projects of comparable scope and complexity. The scope includes monitoring construction progress and quality, ensuring compliance with specifications and standards, evaluating feasibility of construction methods, providing construction estimates, reviewing and evaluating project claims, monitoring erosion control, inspecting roadway construction, coordinating geotechnical testing, managing project documentation, attending project meetings, tracking quality for pay applications, and monitoring contractor safety programs.

Phase I evaluation scoring allocates 35 points to firm ability and capacity, 35 points to methodology and technical approach, and 30 points to relevant experience. The County may conduct Phase II oral presentations with short-listed respondents, scored separately. Competitive negotiation will proceed from the highest-ranked firm through subsequent firms as needed.

Proposers must submit vendor registration, W-9 forms, professional liability insurance with minimum limits of $1 million per occurrence, and general liability insurance with limits of $1 million per occurrence and $2 million general aggregate. The awarded agreement has no specified expiration date and remains in effect until terminated by the County, with individual task orders defining scope, schedule, and duration of specific assignments. The County reserves the right to award multiple agreements and add firms throughout the contract term. Public opening and announcement of respondents will occur immediately following the proposal deadline at 15470 Flight Path Drive, Brooksville, Florida.

Opportunity text

The purpose of this RFQ is to establish a pre-qualified pool of consultants who may be invited to participate in future project specific requests as needs arise. It is the intent of the Hernando County Board of County Commissioners to place the pre-qualified firms under the classification of Geotechnical Services and/or Construction Engineering and Inspection (CEI) services. The pre-qualified firms will be assigned work on a task order rotation basis in the majority of instances. CEI services may include, but are not limited to, monitoring the progress and quality of construction work, ensuring construction work meets specifications and required standards, evaluating feasibility and practicality of construction methods, providing construction estimates, and reviewing and evaluating claims related to a construction project.
