About this opportunity

The North Carolina Department of Public Safety, Division of Emergency Management (NCEM), Hazard Mitigation Office is seeking to prequalify prime contractors for residential property acquisition and structure demolition services across North Carolina through an ongoing Request for Prequalification (RFPQ) with applications due July 20, 2026.

Applicants must hold a North Carolina General Contractor license for demolition services and accredited asbestos inspector credentials for acquisition services — mandatory qualifications that filter eligibility. Surety bonding capacity rated "A" or better by A.M. Best and minimum commercial general liability coverage of $5,000,000 combined single limit are required. Financial stability must be demonstrated through recent balance sheets and income statements.

The scope spans project scoping, pre-construction and pre-demolition services, property acquisition (including appraisal, title work, legal fees, asbestos and lead-based paint inspections, and settlement), and demolition (permitting, abatement, utility disconnection, structure demolition, debris removal, site restoration). Prequalified contractors must achieve settlement within 90 days of pre-acquisition conference for acquisition projects and mobilize within 90 days of pre-demolition conference, with demolition work concluding in 60 to 90 days of settlement.

Prequalification is valid for three years from the effective date of the first prequalified contractor list. Evaluation criteria include experience with similar projects, financial capacity, references, safety record, and management qualifications; the minimum prequalification score is 80 out of 100. Individual Requests for Bid (RFBs) will be issued in waves beginning August 2025. Contracts under $30,000 are awarded by assignment; those between $30,000 and $499,999 through informal bidding; and those at or above $500,000 through formal sealed bidding. All work must comply with Federal Emergency Management Agency (FEMA) Hazard Mitigation Assistance Program guidelines and applicable state, federal, and local regulations. No work-volume guarantee is provided, and prequalification may be rescinded for performance issues, material breaches, false claims violations, misrepresentation, or failure to respond to RFBs within any six-month period.
