About this opportunity
Mt. San Antonio Community College District is soliciting prequalification applications for the Building 26 A, B, C & D Exterior Paint Project with a prequalification application deadline of July 1, 2026. This is a prequalification phase only — contractors must receive a Prequalification Approval Letter before becoming eligible to bid in the subsequent formal bidding phase. Prior prequalifications for other District projects do not apply; all bidders, including those previously approved, must reapply under this specific solicitation.
The scope is complete exterior surface preparation and painting of four connected buildings, including surface preparation, repairs, patching, caulking, sealant application, water blasting or pressure washing, and paint application on exterior surfaces and doors. Work is located in Walnut, California (Los Angeles County). The project is funded by Bond Measure RR or Measure GO and is subject to a Community Workforce Agreement (CWA) with the Los Angeles/Orange Counties Building and Construction Trades Council, establishing prevailing wage requirements, a 30% local resident construction labor goal, standard 8-hour days between 6:00 a.m. and 5:30 p.m., and mandatory union hiring for craft positions.
Prequalification requires DIR registration, a current California Contractors License, audited or reviewed financial statements (reviewed for projects under $15 million), proof of bondability from a California surety rated A- or better, minimum $2 million combined comprehensive single limit liability insurance, and successful completion of at least two public works projects in California within the past five years with combined actual costs totaling 75% of the project value. Financial capacity is calculated as the lesser of ten times working capital or ten times net worth. Contractors must score at least 70 points on the District's rating questionnaire; prior stop notices, prevailing wage violations, or debarment result in disqualification. Prequalification status remains valid for 12 months. A 3% Disabled Veteran Business Enterprise (DVBE) participation goal applies. Contractors will be notified of qualification status via email no later than 24 hours prior to bid opening. Disqualified contractors may request a hearing within two working days.

IMPORTANT NOTICE - PREQUALIFICATION PHASE ONLY
This phase of the project is for prequalification purposes only and is not the bidding phase.
Contractors who successfully complete the prequalification process and satisfy all requirements established by the District will receive a Prequalification Approval Letter. Only firms that receive this approval letter will be eligible to participate in the subsequent bidding phase of the project.
Upon issuance of the Prequalification Approval Letter, approved contractors will be invited to submit a bid when the project is formally released for bidding.
Any prior prequalification approvals, determinations, letters, emails, or other communications issued by the District shall not apply to this solicitation. All interested bidders, including those previously prequalified by the District for other projects or solicitations, must complete and submit the prequalification application and all required documentation specified in this bid. Only bidders determined by the District to be prequalified under this specific solicitation will be eligible to submit a bid.
Contractors who do not receive a Prequalification Approval Letter shall not be permitted to submit a bid for this project.
Please note: The Specifications, Construction Agreement, General Conditions, and other contract documents are provided for informational purposes and will govern the subsequent bidding phase. To be considered for prequalification, interested bidders are only required to submit a complete Prequalification Application, along with all required supporting documentation.
General Project Description:
The project consists of providing all labor, materials, equipment, supervision, transportation, tools, permits, and incidentals necessary to perform complete exterior surface preparation and painting of the entire building complex. Work includes, but is not limited to, surface preparation, surface repairs, patching, caulking, sealant application, water blasting/pressure washing, cleaning, priming, and the application of specified paint and protective coating systems to all designated exterior surfaces. The Contractor shall thoroughly prepare all surfaces to ensure proper adhesion and long-term performance of the coating system. Any deteriorated, damaged, or failed materials identified within the scope of work shall be repaired or treated prior to painting. Work shall also include protection of adjacent surfaces, landscaping, equipment, and facilities from damage or overspray, as well as complete cleanup and disposal of all project-related debris. The project will be performed in multiple phases, with work sequencing and scheduling coordinated through the Mt. SAC Representative to minimize disruption to campus operations and maintain safe access for students, faculty, staff, and visitors throughout the duration of the project. Upon completion, all painted surfaces shall present a uniform appearance and meet the quality standards specified in the contract documents.
