About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Corrections, is seeking vendors to establish a Master Agreement for premeasured detergents, floor finishes, and cleaners through Request for Bid (RFB 758 2500000179). The procurement encompasses 65 line items of janitorial and sanitation supplies, including heavy-duty detergents, germicidal cleaners, floor care products, laundry detergents, hand cleansers, spray bottles of various capacities, polyethylene packaging films, and packaging materials such as cartons and liners. A critical requirement is that the selected vendor must provide specialized equipment capable of filling and sealing HDPE and LDPE polyethylene bags ranging from less than one ounce to 64 ounces with concentrated detergents, featuring calibration capabilities, relief valves, emergency shut-offs, and lockable controls suitable for correctional institution environments; Kentucky Correctional Industries will use this equipment to repackage drum products. All products must meet specified requirements regarding biodegradability, phosphate-free composition, non-flammability, pH levels, and must be accompanied by Material Safety Data Sheets. Vendors must demonstrate readily available support staff and capability to train end users on product mixing and usage. The contract will be awarded on a best value basis using a ranking approach weighted 90 percent for price and 10 percent for delivery time in working days. Written questions from bidders are due by October 9, 2024, at 10:00 AM ET, with bid closing on October 17, 2024, at 1:30 PM ET through the Commonwealth's eProcurement system. The initial contract period is one year beginning January 27, 2025, with four optional one-year renewal periods available with written approval from all parties and potential renegotiation of terms.
Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies serving individuals with severe disabilities are eligible for statutory preferences of 20 percent and 15 percent of maximum points respectively, while Kentucky resident bidders are eligible for reciprocal preference against nonresident bidders from states offering similar preferences. Vendors must register in the Commonwealth eProcurement System prior to bid submission and provide proof of Commercial General Liability Insurance with limits of $1,000,000 per occurrence and $2,000,000 aggregate, with the Commonwealth listed as an additional insured; Automobile Liability Insurance of $1,000,000 combined single limit is required if the contractor provides delivery services. All successful bidders must complete Kentucky Tax Registration Application (Revenue Form 10A100), provide required affidavits regarding resident bidder status if applicable, and comply with EEO requirements, accessibility standards under Section 504 of the Rehabilitation Act, and all applicable Kentucky statutes regarding employment, taxes, workers' compensation, and unemployment insurance. All pricing must be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, inclusive of all shipping charges, with prices remaining firm for the first twelve months; any increases thereafter require written justification based on industry-wide price changes. The solicitation does not specify estimated annual contract value or budget ranges in the available documents, though estimated annual purchases vary significantly by item, ranging from 1 case to 310 cases depending on the product line. Shipping is designated to Kentucky Correctional Institution for Women located at 3000 Ash Avenue, PO Box 337, Pewee Valley, Kentucky 40056, while billing will be directed to Kentucky Correctional Industries at 1041 Leestown Road, Frankfort, Kentucky 40601.
