About this opportunity

Oakland University is seeking preferred supplier(s) for a comprehensive environmental remediation contract covering asbestos, lead paint, and mold abatement services across its campus and off-campus locations. The Request for Proposal (RFP 01002) solicits contractors to provide supervision, labor, equipment, materials, insurance, transportation, and disposal of hazardous waste for legal and safe remediation of friable and non-friable asbestos-containing materials. The procurement will cover Asbestos Abatement work in Classes I through III, with the potential to select multiple contractors for different work classes. Proposals are due by July 1, 2025, at 2 PM EST, with questions accepted until June 18, 2025. The university will evaluate proposals using a 100-point scoring system that considers service delivery approach, cost structure, ability to meet criteria, past performance, customer service, and employee training programs. Required submission materials include unit pricing, references, company experience, licensing, insurance certificates, and employee accreditation information. Proposers must provide comprehensive pricing covering portal-to-portal travel, materials, equipment, waste transport, and disposal costs.

The contract does not specify specific set-aside designations or restrictions on responding organizations. The initial contract term will run from July 2025 through 2028, with options to extend for two additional one-year periods through 2030. Historical spending for similar services averages approximately $145,000 over the past three years. Substantial insurance requirements are mandated, including workers' compensation, commercial general liability, contractors pollution liability, auto liability, and an umbrella policy with specific coverage limits. Prevailing wage requirements apply, and contractors must submit certified payroll with each invoice. The solicitation indicates flexibility in vendor selection, potentially allowing multiple contractors to be chosen based on their specialized capabilities in different remediation classes. Detailed pricing will be captured through a comprehensive cost schedule that includes unit pricing for various remediation activities such as survey sampling, mobilization, air monitoring, and removal of materials contaminated with asbestos, lead paint, or mold.
