About this opportunity

The State of Maine Department of Administrative and Financial Services Division of Purchases, soliciting on behalf of the Department of Agriculture, Conservation, & Forestry, is requesting quotations for precast concrete abutments for ADA stairs at Lake St. George State Park in Liberty, Maine, with quotations due June 27, 2017 at 4:00 p.m. Eastern time. Maine businesses proposing costs within 5 percent of the lowest non-Maine business bid with equivalent specifications receive preferential consideration under Executive Order 2017-003.

The scope covers manufacture and delivery of precast concrete abutments with all associated costs — delivery, unloading, and placement — included in the bid price. Specifications and technical requirements are detailed in the attached Lake St. George Concrete Abutments specs terms cond.docx file.

Evaluation will proceed on a best-value basis with award to the lowest-priced bidder whose submission conforms to specifications. The State is exempt from federal, state, and local taxes and requests quotations without tax inclusion; exemption certificates will be furnished at contract finalization. Bidders must certify compliance with debarment, performance, and non-collusion requirements. Pricing must remain firm for 180 days from bid opening. Quotations must be submitted electronically through the State of Maine's Advantage Vendor Self Service (VSS) system. Payment is anticipated on net 30 terms upon receipt of accurate invoices referencing the contract number and correct pricing. The successful bidder will execute a contract using State of Maine standard terms and conditions.
