About this opportunity
The Purchasing Division of Broward County, Florida is soliciting architectural and engineering professional design consulting services for a new multi-level cruise terminal parking garage at Port Everglades under draft RFP No. PNC2131603P1, with responses due June 1, 2026. This is a pre-solicitation notice; the final advertised solicitation will specify actual start and end dates. The solicitation is governed by Florida's Consultants' Competitive Negotiations Act (CCNA), meaning price will not be evaluated — only qualification and technical merit.
A 25 percent County Business Enterprise (CBE) goal applies. Respondents must hold a Florida Professional Engineer license or Registered Architect license at time of submittal; joint ventures must satisfy this requirement with at least one partner credentialed.
The scope encompasses six phases: feasibility study (90 days), programming and conceptual design (180 days), construction documents with 30%, 60%, 90%, and 100% design packages (240, 360, and 450 days), permitting and bidding support, construction engineering inspection and administration, and post-construction warranty inspections. The facility must achieve LEED Certification and integrate sustainability and energy-efficiency objectives while coordinating with Port Operations, Security, and Seaport Engineering & Construction to minimize disruption to cruise terminal activities. The preliminary project schedule extends approximately 1,525 calendar days from Notice to Proceed through warranty inspection.
The project is funded entirely by County funds. Required submittals include Criminal History Screening Practices Certification, Domestic Partnership Act Certification (if applicable before September 30, 2026), Lobbyist Registration Requirement Certification, financial statements for the past two years, insurance certificates or letters indicating ability to obtain required coverage, and Litigation History certification. Evaluation criteria total 100 points, with tiebreaker weighting for location certification, domestic partnership act certification, drug-free workplace certification, and previous payment volume. Vendors must respond electronically through BPRO. Written protests of specifications or proposed awards must be filed with the Director of Purchasing within five business days of posting.
