About this opportunity
Travis County Purchasing Office, on behalf of its Transportation and Natural Resources Department, Facilities Management, Sheriff's Office, and Juvenile Probation, is soliciting qualifications for a Pre-Qualified List of architecture and engineering firms, with statements due November 19, 2026. The source names no set-aside or preference program. Travis County and the City of Austin are the listed jurisdictions, and cooperative purchasing agreements may allow other governmental entities to use the resulting contracts.
Services span surveying, architecture, geotechnical and construction materials testing, environmental, landscape architecture, MEP, structural, civil, and construction administration. Work may include condition assessments, plan and specification development, engineering studies, park planning, regulatory permitting, utility coordination, and construction management for sidewalks, trails, roadways, bridges, culverts, intersections, utility infrastructure, and park amenities. Respondents must submit a completed Professional Services Questionnaire (Attachment 1), along with Attachments 2 and 3, the County Ethics Policy Declaration and Statement Information Affidavit. Compliance with the Travis County Ethics Policy and non-discrimination statements is required, and non-debarred status must be verified for agreements exceeding $25,000. Form 1295 (Certificate of Interested Parties) is required for agreements requiring Commissioners Court action of $100,000 or more, or any agreement of $1 million or more.
Evaluation is pass/fail based on demonstrated competence and qualifications, and only passing respondents are placed on the list. Prices remain good for 180 days. Individual projects are assigned case by case, with scope, fee, and timeframe negotiated separately, and a Notice to Proceed and Purchase Order are required before work begins. Following initial establishment, new submissions and updates are accepted only during an annual open enrollment window on February 1, 2027, the anniversary of the list's effective date. The county may request additional information, reject any or all qualifications statements, and contract for segments of the RFQ. Respondents bear all response costs, including any required oral presentations.
