About this file
This Request for Qualifications (RFQ) document, issued by Travis County Purchasing Office in conjunction with the Transportation and Natural Resources Department, Facilities Management, Travis County Sheriff's Office, and Juvenile Probation, seeks to establish a Pre-Qualified List (PQL) of professional engineering and architectural firms to provide on-call services. The Project encompasses professional services including surveying, architectural engineering, geotechnical testing, and construction materials testing across multiple disciplines: architecture, environmental services, landscape architecture, construction materials testing (CMT), mechanical/electrical/plumbing (MEP), geotechnical services, structural engineering, civil engineering, and construction administration. Services may include condition assessments, plan and specification development, engineering studies, park planning, regulatory permitting, utility coordination, and construction contract management for sidewalks, trails, roadways, bridges, culverts, intersections, utility infrastructure, and park amenities. Respondents must submit completed Professional Services Questionnaires (Attachment 1) and supporting documentation by the solicitation opening date; prices are good for 180 days. Following initial establishment of the PQL, new submissions and updates to Statements of Qualifications will be accepted only during an annual open enrollment window on the anniversary date of the PQL's effective date, February 1, 2027. The county will evaluate submissions on a pass/fail basis based on demonstrated competence and qualifications, with only passing respondents selected for inclusion on the prequalified list. Individual projects will be assigned on a case-by-case basis with separate scope, fee, and timeframe negotiations culminating in project-specific Professional Services Agreements.
Respondents must complete and submit Attachments 1 through 3, including the Professional Services Questionnaire, County Ethics Policy Declaration, and Statement Information Affidavit. The county requires compliance with the Travis County Ethics Policy, non-discrimination statements, and federal certifications including verification of non-debarred status for agreements exceeding $25,000. Respondents with agreements requiring Commissioners Court action for $100,000 or more, or any agreements of $1 million or more, must submit Form 1295 (Certificate of Interested Parties). The document reserves the right for the county to request additional information, reject any or all qualifications statements, contract for segments of the RFQ, and modify conditions as needed. Cooperative purchasing agreements may allow other governmental entities to utilize these contracts under separate agreements. All costs related to response preparation, including any required oral presentations, are the responsibility of respondents. The RFQ emphasizes that individual project scopes, fees, and timeframes will be negotiated separately, with a Notice to Proceed and Purchase Order required before consultants commence work on any assigned project.

3. ARCHITECHTURAL AND ENGINEERING DISCIPLINES SCOPE OF SERVICES:
(A) The selected team will be expected to provide specific work products and/or support services, needed to complete a variety of small roadway, drainage, sidewalk, Structural, MEP, architectural interior renovations, small building additions, small new building construction, hike & bike trail, and park improvement projects. Each individual project will require a separate agreement for which a scope of services, fee, and timeframe for that project will be negotiated. Each project will require a separate “Notice to Proceed”. The County will determine which provider of professional services on the pre-qualified list is, on the basis of demonstrated competence and qualifications, the most highly qualified to perform the professional services needed, taking into consideration the individual project scope, departmental scheduling, and functional requirements, and any other relevant project conditions and criteria. The selected Consultant must provide all professional services necessary for completing the individual projects, which will be assigned by the County on an as-needed basis. The selected Consultant must not commence any services for a project until it receives a written Notice-to-Proceed from the County. After the completion of a project the County may or may not exercise the option to supplement the agreement to complete additional projects.
(B) Not all of the professional services described herein may be required on all projects. An individual, separate
Scope of Services will be issued for each project that will define and modify this document to suit individual project requirements.
(C) Work Products may include but are not limited to any of the following:

(D) ENGINEERING WORK PRODUCTS
a. The selected team will be expected to provide five specific work products and/or support services, each with a separate fee and with each requiring a separate “Notice to Proceed” under the same contract.
After the first work product and each additional work product thereafter, if authorized, the County may or may not exercise the option to supplement the contract to produce additional work products. The
CONSULTANT must not proceed to the next work product or phase until it receives a written “Notice to
Proceed” from Travis County for that work product or phase.
b. The required work products include Work Product 1, 30% complete design documents; Work Product 2, 60% complete design documents; Work Product 3, 90% complete design documents; Work Product 4, the

The initial “Notice to Proceed” will be issued by Purchasing Office, and subsequent Notices to Proceed will be issued, if at all, by the user department.
The review process consists of submitting two (2) sets of the plans (11”x17”), specifications, and estimates of probable construction costs and one electronic PDF version of the aforementioned documents to the department when the design is 30%, 60%, 90% and 100% completed. Each submittal must include a cover letter from the Consultant stating who from its design team performed a Quality Assurance/Quality
Control Check. The Consultant must allow three weeks for Travis County to review and provide written comments and/or approval for each submittal. After it receives the county’s approval of a work product, the CONSULTANT must submit two final check sets for that work product and allow an additional three weeks for the user department to review and provide comments and/or approval for the two final check sets. Work product not meeting criteria will be returned and the Consultant is required to take necessary action to comply with work product submittal at no additional cost.
