About this opportunity

The City of Winter Park, Florida, issued this Request for Qualification (RFQ) to establish a pre-qualified pool of contractors for parks, natural resources, stormwater, and aquatic services across five task groups: Stormwater Infrastructure Services, Aquatic Services, Parks Shoreline/Boardwalk/Dock Maintenance, Ecological Restoration and Bank Stabilization, and Emergency Response and Post-Storm Services. Qualified contractors will competitively bid on individual projects through a task authorization process as work is identified by the City. Applicants must submit proposals electronically via the City's eProcurement portal by April 27, 2026, at 2:00 p.m., with a deadline for submission of questions by April 16, 2026, at 2:00 p.m. Required qualifications include a Florida business license, relevant project experience (minimum three to maximum five projects per task group), organizational charts, professional references, and certifications in disaster and safety training. The City will evaluate proposals using the following criteria: contractor qualifications (25 percent), relevant experience for selected task groups (25 percent), key personnel and staffing capacity (20 percent), safety record and compliance (15 percent), and references (15 percent). A non-mandatory selection committee meeting is scheduled for May 7, 2026, at 9:00 a.m., with the anticipated award date to be determined.

The resulting contract shall be effective for thirty-six (36) consecutive months from the date of execution, with options for renewal for possible first and second twelve-month periods, not to exceed sixty (60) months total, subject to written consent of both parties and City Commission approval. Successful respondents must furnish performance and payment bonds equal to 100 percent of the annual contract price and maintain general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate. Contractors may subcontract up to 59 percent of work value per project and are responsible for all permits, licenses, and compliance with federal, state, and local regulations. The solicitation does not specify any set-aside designations, disadvantaged enterprise restrictions, incumbent vendors, or existing infrastructure integration requirements. Pricing for individual projects will be submitted through the task authorization process following identification of work by the City, with contractors providing detailed cost proposals including labor, materials, equipment, and estimated hours. The City reserves the right to award contracts to one or more respondents, reject all proposals, or cancel the solicitation.
