About this opportunity
The City of Rosenberg, Texas is conducting a Request for Qualifications (RFQ #2026-09Q) to establish a pre-qualified pool of engineering and architectural firms for a three-year period. The procurement seeks firms to provide services across eight distinct categories: Traffic Engineering Services, Roadway Design, Water and Wastewater Design, Drainage Systems Design and Analysis, Land Surveying, General Engineering Services for small multi-disciplinary projects, Landscape Architecture, and General Architecture Services. Firms will be evaluated based on four key criteria: Responsiveness to RFQ (10 points), Municipal Experience (40 points), Experience of Key Project Personnel (40 points), and References (10 points). The RFQ requires firms to submit a cover letter, Statement of Qualifications Form, and Reference Form electronically through the city's OpenGov eProcurement Platform by September 11, 2025, at 2:00 pm. Each responding firm must include at least one registered professional engineer with a minimum of five years of experience as a Project Manager. The city anticipates creating a pool of pre-qualified firms who will be contacted for individual project proposals on an as-needed basis throughout the three-year prequalification period.
The RFQ does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. While the document does not outline a specific budget range, contracts will be issued individually for each project as needs arise. The procurement allows for firms to be scored across multiple service categories, with the understanding that not every firm will have expertise in all eight areas. The final scope of work for each service will be negotiated individually, with potential additional terms required by agencies such as HUD, EPA, GLO, FEMA, or TXDOT. Firms will be selected from the pre-qualified pool based on their demonstrated qualifications, experience, and ability to meet the specific requirements of future projects. The three-year pool structure allows the City of Rosenberg flexibility in selecting the most appropriate firms for specific engineering and architectural needs as they emerge.
