About this file
The document is a Request for Qualifications (RFQ #2026-09Q) issued by the City of Rosenberg, Texas, seeking to establish a pre-qualified pool of engineering and architectural firms for a three-year period. The city is soliciting Statements of Qualifications (SOQs) from qualified firms to provide services across eight categories: Traffic Engineering Services, Roadway Design, Water and Wastewater Design, Drainage Systems Design and Analysis, Land Surveying, General Engineering Services for small multi-disciplinary projects, Landscape Architecture, and General Architecture Services. The RFQ was released on August 18, 2025, with electronic submissions due by September 11, 2025, at 2:00 pm. The goal is to create a pool of pre-qualified firms who will be contacted for proposals on an as-needed basis throughout the three-year prequalification period.
The evaluation of submissions will be based on four criteria: Responsiveness to RFQ (10 points), Municipal Experience (40 points), Experience of Key Project Personnel (40 points), and References (10 points). Respondents must submit a cover letter, Statement of Qualifications Form, and Reference Form electronically through the city's OpenGov eProcurement Platform. The city requires that firms include at least one registered professional engineer with a minimum of five years of experience as a Project Manager. Each firm will be scored for each category of service, and it is not expected that every firm will have experience in every category. The final scope of work for each service will be negotiated and included in individual agreements, with potential additional terms required by agencies such as HUD, EPA, GLO, FEMA, or TXDOT.
