About this opportunity

Palm Beach County, Florida is accepting pre-qualification applications for the purchase and delivery of chemicals on a rolling basis, with applications due March 13, 2028, and a pre-qualification list valid for sixty months from the date of qualification or until estimated funding is exhausted. S/M/WBE set-asides apply on a project-by-project basis up to a maximum individual project value of $99,999; projects valued at $100,000 or greater must be separately solicited through formal competitive sealed bid. A 5% local preference applies to vendors maintaining a permanent place of business in Palm Beach County or the Glades.

The scope encompasses chemicals including fertilizers, pesticides, herbicides, insecticides, fungicides, dyes, pigments, and adjuvants. Once pre-qualified, vendors will receive quotation requests on an as-needed, project-by-project basis from ordering departments, with individual project awards made to the lowest responsive and responsible vendor meeting minimum qualification standards. All costs — labor, materials, shipping, handling, transportation, delivery, fuel surcharges, and incidental expenses — must be included in quoted prices with no additional compensation permitted. Pricing for individual projects must remain firm for ten days from quotation submittal.

The anticipated total expenditure over the sixty-month contract period is $900,500, though Palm Beach County reserves the right to increase or decrease this amount. Vendors must maintain current business tax receipts, appropriate certifications and licenses, compliance with the Criminal History Records Check Ordinance, registration in the County's Vendor Self Service system, and provide Safety Data Sheets for all toxic substances. The pre-qualification is subject to the County's Equal Business Opportunity Ordinance, with Amendment 1 requiring documentation of S/M/WBE participation allocations. Amendment 3 modifies original solicitation terms and conditions; vendors must comply with both the original solicitation and all amendments to maintain eligibility.
