About this opportunity
Houston City College's Procurement Operations Department is requesting proposals for the purchase of up to five pre-owned automotive passenger vehicles for its Automotive Technology Program under RFP-C 26-16, with proposals due March 20, 2026 by 2:00 p.m. through the HCC Bonfire electronic portal.
The scope comprises three automatic-transmission vehicles (2018 model year or newer) and two manual-transmission vehicles (2016 model year or newer), each with mileage under 120,000 miles. Preferred brands are Ford, Chevy, Dodge, Toyota, Honda, Nissan, Hyundai, or equivalents. All vehicles must include air conditioning, cruise control, power windows, and power locks, and must meet all Federal, ICC, and State of Texas Highway Safety Regulations. Pricing must be all-inclusive, covering dealer costs, delivery, odometer certification, and warranty details; proposers must disclose payment arrangements, deposit requirements, and coverage scope. All vehicles are delivered F.O.B. Destination with freight prepaid.
This is a one-time purchase with no renewal options. HCC requests delivery within 30 to 60 days after purchase order issuance, though alternate timelines may be negotiated. The contract structure permits HCC to award to multiple contractors.
Evaluation is price-driven, with 100 points available for the price proposal. Proposers must demonstrate financial stability and non-delinquency in Texas state and Houston City College System taxes. Certificate of Insurance requirements include $1,000,000 Commercial General Liability and $1,000,000 Automobile Liability with HCC named as additionally insured. No small business development set-asides apply.
The procurement incorporates federal grant compliance requirements including Davis-Bacon Act prevailing-wage provisions for construction contracts over $2,000, Contract Work Hours and Safety Standards Act compliance for contracts exceeding $100,000, and Clean Air Act standards for awards over $150,000. Questions are due March 6, 2026 by 5:00 p.m., with responses provided by March 13. Board recommendation and approval is anticipated in May 2026.
