About this opportunity

The City of Madison, Wisconsin Streets Division is seeking a qualified vendor to design, manufacture, and install a pre-engineered fabric structure for cold storage of plastic rolling trash and recycling receptacles. The procurement is a Request for Bids (RFB) for a clear-span steel truss building with specific dimensional requirements of approximately 65 feet wide by 150 feet long by 25 feet high. The structure must include one overhead coil door, three pedestrian doors, a full rear wall panel, and four wall louvers for air circulation. Deliverables include professionally stamped design and erection drawings meeting State of Wisconsin Building Codes, structural calculations, and technical data sheets. Key objectives include creating a non-occupied storage facility that will extend the longevity of municipal waste receptacles and prevent pest infestation. The solicitation timeline included questions due by July 19, 2017, with answers posted by July 24, 2017, and bids due on July 28, 2017, at 2:00 PM CST, with project completion required by November 17, 2017. Evaluation criteria include best value, with local vendors receiving a 5 percent scoring preference, and proposers must submit two references of similar-sized projects completed within 200 miles of Madison in the past 15 years.

The solicitation does not specify explicit set-aside designations for disadvantaged enterprises. Proposers must have a valid State of Wisconsin architect/engineer license and be responsible for obtaining all necessary building permits. The bid must be submitted as an all-inclusive, not-to-exceed fixed fee covering design engineering, meetings, plan approval, materials, transportation, shipping, tool rental, and installation. While no specific budget range is provided, the comprehensive nature of the project suggests a substantial investment in infrastructure. The City reserves the right to accept or reject any bids and is not obligated to award a contract. Technical specifications require the structure to use Schedule 40 hot-dip galvanized steel tubing, a heavyweight flame-retardant UV-stable woven fabric, and hardware primed and painted white. Warranties are required for the structure, fabric, and installation. The project will be located at the City of Madison Waste Transfer Station at 121 E. Olin Ave, Madison, Wisconsin.

Opportunity text

Proposer shall provide and install a pre-engineered, clear span, steeltruss, fabric covered, building system according to the following general performance specifications. The structure is to be used by the City of Madison Streets Division as a non-occupied, cold storage building for the storage, staging, and assembly of several hundred plastic rolling trash and recycling receptacles. The surplus carts are used to support various municipal events as well as being provided to customers using the City's waste pickup system. Storing the carts in a structure will increase their longevity by keeping them out of the weather as well as preventing them from becoming a habitat for mosquito's, mice and other related pests.
