7/25/2017-8647 Addendum 1.doc specification instead.

4. Corrosion Protection: All steel tube components, trusses, purling, fastening tubes shall be coated, on the exterior, with a gloss finishing providing a corrosion resistance of 1800 hours as per ASTM B117-90

5. Coatings: Zinc conforms to ASTM B6, Standard Specifications for Zinc, High Grade (1.1.3.) and Special High Grade (1.1.2.).

a. Exterior: In-line galvanized to a normal coating zinc weight of 0.6 oz/ft². Chromate conversion coating applied over the galvanized surface to provide additional corrosion protection. Clear organic polymer applied as the top surface coat to retard oxidation, enhance surface appearance and provide a primer for subsequent painting or powder coating processes as desired.

b. Interior: Full zinc based organic coating applied to 100% of the interior surface as a corrosion barrier.

6. Plates bolts, nuts, anchors and other miscellaneous fasteners shall be galvanized or zinc plated.

Questions and Clarifications: The following are questions and their answers that have been asked by various Proposers so far. Please read the answers carefully, as they may have changed from what was previous expected. Also, please note the extended Q & A period at the top of this addendum.

1) Will the building be erected on a foundation wall?

Answer) The structure will not have a below grade footing and foundation, pilings, or posts. The building foundation will consist of above grade solid concrete blocks typically referred to as “bin blocks”. Bin blocks shall be of a common size readily available and manufactured in the greater Madison area.

2) If there isn’t any poured concrete foundation will an alternative foundation provided by our company be acceptable? Our foundation is designed to erect buildings directly on the ground or on asphalt. It is constructed of w6 x 15 I-beam or larger.

A) This may be considered by the owner please provide information and sample details for final decision prior to the due date of questions, final answer will be included in the addendum. Also include installation detail, how do you protect the I-beam from moisture, weather, etc?

3) In paragraph 2.5 it is mentioned that schedule 40 hot dipped tubing shall be used. Is the galvanizing ASTM A123, post fabrication hot dipped galvanizing or is it hot dipped prior to fabrication?

A) Sample literature used for the writing of this spec was based on a product called Gatorshield which indicates an ASTM A500 and has excellent weld-ability. Prefabrication hot dipping is acceptable however all cuts and welds shall be protected after fabrication per the above modifications to the specification.

Also note the change is pecifcation above that Schedule 40 is no longer required but steel tubing shall meet the ASTM requirements noted above.

4) Our company only uses a 28 ounce PVC fabric. There is a direct correlation between material thickness and its longevity. Will this be acceptable as well?

A) Possibly, please put this in a complete context per the sample spec. IE provide total thickness, number of coatings, opacity, etc.

4) Is the height requirement stated in 2.4-2 (25’) an inner peak height or a side wall height?

A) Steel base bottom to steel outside peak

5) Also if any type of foundation is used, will the foundation height be deducted from the 25’?

A) No deductions. We would anticipate that your similar detail showing 28.8’ will be an acceptable alternate height assuming other questions above are also approved by owner.

6) How many rows high do you plan on stacking the concrete foundation?

A) The intent of the RFB is the designer will advise us as to their requirements for the foundation both in quantity, height and layout

7) Will the concrete foundation be 3-sided or 4-sided?

A) See above but anticipate 4 sided with the exception of door locations

8) Our on center spacing is 14’ so we’d like to offer a 154’ long building, will that work for you?

A) Yes we realize that each manufacturer will be slightly different

9) Do you have any more site pictures you can send me?

A) Site pictures are supplied with this addendum. Currently the location stores the existing containers in the open as well as metal scrap, tire scrap, etc that will be moved for this project so a picture will not necessarily be representative of the project site at project kickoff.

10) Does the City have a general contractor?

A) The intent of the RFB specification is that the manufacturer of the structure would also be installing their product.

11) Might the City want to do the installation and just be sold the materials?

A) The City of Madison will be limiting itself to the purchase and installation of the solid block foundation only. This shall include the installation of connecting plates and hardware engineered and provided by the Proposer as previously mentioned.

12) The vendors will not be setting the foundation but how high will it be? If we will have to use ladders it will take longer.

A) We do not know how high the foundation will be, that information is to be designed by the manufacturers professional engineer per the RFB.

13) Does the 25’ high include the foundation?

A) No this is the approximate outside height of the structure from the manufacturer’s base plate to the outer chord of the truss.

14) Under 3.1 it says we are responsible for all plan approval costs. Does this mean that the city will charge us for approving the plans and if so how much will it be?

A) Building inspection will review the structural design to ensure it meets State of Wisconsin Building Codes and will then issue the building permit. Recommend you contact them directly for an estimate on plan approval. (608)266-4551.

15) Can you please advise what the wage rate requirement is for this project? Should we be pricing this is a prevailing wage rate project?

A) There is no prevailing wage rate, or any other wage rate requirements for this purchase. This is a recent change in the State of Wisconsin, please strike any reference in the Standard Terms and conditions to prevailing wage.
