About this opportunity
Custer State Park is requesting proposals for multiple forest management treatments during Fiscal Year 2027 under RFP #26RFP19892, with proposals due August 11, 2026. The scope comprises 125.1 acres of fuel reduction treatments associated with December 2025 windstorm debris, 87.7 acres of pre-commercial thinning, and 26.2 acres of mastication, totaling 239 acres across five independent bid items that may be bid individually or in combination.
Fuel reduction work (Bid Items 1–3) addresses windstorm debris across three geographically distinct areas: West Windstorm Fuels (43 acres, 8 units accessible via Highway 16A between Stockade Lake and Needles Highway); Needles Windstorm Fuels (54 acres, 6 units near Needles Highway); and East Windstorm Fuels (28.1 acres, 2 units near Iron Mountain Road). All fuel reduction treatment must limb windthrown trees, sever boles from stumps, and lop and scatter slash. Contractors may optionally remove boles at no additional charge with prior approval from the Custer State Park Forester.
Pre-commercial thinning (Bid Item 4) spans 87.7 acres across two units with thin-from-below prescriptions targeting specific tree spacing of 12 feet and 10 feet. Mastication (Bid Item 5) covers 26.2 acres in the Four Mile Draw area with complete pine removal. All work must be completed by March 31, 2027.
The projects aim to improve residual stand health and productivity, restore and maintain wildland firefighting fuel breaks, and enhance wildlife habitat. Each bid item will be evaluated and awarded independently. Inquiries must be submitted by email to Lilly DeLange at Lilly.DeLange@state.sd.us with subject line "RFP #26RFP19892," and all inquiries and responses will be posted on the state's e-procurement system. No inquiries will be accepted after the deadline specified in the Schedule of Activities.
