About this file
This is a Scope of Work attachment for a fuel reduction project administered by Custer State Park in South Dakota. The project encompasses 125.1 acres of windstorm debris treatment across three geographically distinct bid items. Bid Item 1 (West Windstorm Fuels) consists of 8 units totaling 43 acres accessible via Highway 16A between Stockade Lake and Needles Highway; Bid Item 2 (Needles Windstorm Fuels) comprises 6 units totaling 54 acres near Needles Highway; and Bid Item 3 (East Windstorm Fuels) includes 2 units totaling 28.1 acres near Iron Mountain Road. All work must be completed by March 31, 2027. Offerors may submit proposals for one or more bid items, with each bid item evaluated and awarded independently. Inquiries regarding the RFP must be directed to Lilly DeLange at Lilly.DeLange@state.sd.us with the subject line "RFP #26RFP19892," and the State will respond via the e-procurement system.
The project focuses exclusively on treatment of existing down debris from the December 2025 windstorm, with no thinning of live trees required. Treatment specifications require limbing all windthrown trees and severing boles from stumps to increase decomposition speed and reduce ladder fuels, with all slash to be lopped and scattered. Contractors may optionally remove boles at no additional charge if prior approval is obtained from the Custer State Park Forester and removal plans are stated in the operations plan section of the proposal. The project's broader context includes additional forest management treatments totaling 87.7 acres of pre-commercial thinning and 26.2 acres of mastication, with overall objectives to improve forest health, restore firefighting fuel breaks, and enhance wildlife habitat. Pricing terms, funding sources, and other financial details are not specified in this scope of work document.

Attachment C – FY27 Windstorm Fuels Reduction Scope of Work
Project Objective: This is a fuel reduction project. The objective is to enhance current conditions of fuel breaks which were affected by the December 2025 windstorm. This project requires limbing windthrown trees and severing boles from their stumps to increase decomposition speed and reduce ladder fuels.
This project will be completed no later than March 31st, 2027.
Project Area: The project units are located throughout Custer State Park, along main highways. Area access maps show a more detailed route to access the cutting units with driving directions from the nearest major intersection. See project maps for location details. Electronic, georeferenced maps are also available.
Bid Items: Bid items 1-3 are part of the Wind Storm Fuels Project, split into 3 project areas. The project totals 125.1 acres. Bid Items and Units are summarized in table below. All units require slash to be lopped and scattered. Bid item 1 consists of 8 units for a total of 43 acres treated near HWY 16A between Stockade Lake and Needles Hwy. Bid item 2 consists of 6 units for a total of 54 acres treated near Needles Hwy. Bid item 3 consists of 2 units for a total of 28.1 acres treated near Iron Mt Rd. Units will be awarded on a bid item basis. Thinning or falling of live trees is not required for this project. All units will require the same treatment, outlined in the Treatment Specifications section of this document.
Access information:
Unit 1.1 - 1.8 are accessible via Hwy 16A, between Stockade Lake and Needles Hwy.
Unit 2.1 – 2.6 are accessible via Needles Hwy, between Hwy 16A and Hole in Wall Picnic Area.

Boundaries: Unit boundaries consist of easily identifiable features (including but not limited to roads, streams, or abrupt changes in forest type). Flagging will be used for areas where identifiable features are absent; the flagging used for this project is bright blue.
Treatment Specifications:
All units will require treatment of existing down debris only as specified below.
No thinning of live trees is required.
All down material (including dead and down predating the windstorm) will be limbed and slash will be scattered. All windthrown trees should be severed from the stump and must be limbed so that boles are resting on the ground. Reasonable exceptions to this rule may be granted by CSP Forester in cases deemed especially hazardous.
Hung up trees such that the top of the tree is suspended more than 10 ft above the ground do not need to be cut.
Standing broken boles (the remaining trunk of snapped trees) do not need to be cut.
No slash in creek. No boles shall be cut to fall into the creek.
Trees suspended above a creek may be left aloft after limbing. Limbs cut from suspended trees must be removed from creek and pulled away to allow a buffer of at least 5 feet from stream banks.
Once severed from the stump, boles may be left at original lengths; no bucking of remaining logs is required.
Contractor may reserve the right to remove boles of any trees treated in the contracted units, free of charge. If the contractor opts to take boles, this must be done within the contract period and prior approval of removal plans from CSP forester is required. state intention to remove boles and method of removal in the operations plan section of proposal.
