About this opportunity

The City of Evans, Colorado is requesting proposals from qualified professional engineering firms to develop a comprehensive Water Master Plan for its potable and non-potable water distribution systems, with proposals due August 11, 2026 and a mandatory pre-bid meeting on July 21 at 11:30 AM Mountain Time via Microsoft Teams.

The scope covers evaluation of current infrastructure, capacity assessment against projected growth, hydraulic modeling of separate potable and non-potable systems, pressure zone analysis, a 20-year prioritized Capital Improvement Program with separate project lists for each distribution system, engineering specifications review and benchmarking, financial analysis, stakeholder engagement, and a comprehensive Water Master Plan report. The project scope is limited exclusively to distribution systems and infrastructure planning and expressly excludes supply-side water resources management, integrated water efficiency and drought readiness, and lead and copper rule revision compliance, which are being addressed under separate concurrent contracts. Proposers must demonstrate understanding of this boundary and describe coordination with parallel supply-side engagements regarding shared planning assumptions.

Compensation is time and materials on a not-to-exceed basis with monthly invoicing and payment within 30 days. The target project completion date is July 1, 2027. The City will evaluate submissions on scope and plan approach, company and project personnel qualifications, proposed schedule, and cost, with possible shortlisting of up to three firms for interviews. Proposals are limited to 25 pages excluding cover letters, dividers, team resumes, and required forms and must be submitted in PDF format to BidNet before 11:59 PM Mountain Time on August 11. Attendance at the mandatory pre-bid meeting is required for proposal eligibility. Questions are due July 27, with answers posted August 3. Notice of Intent to Award will be issued within one week of evaluation completion (anticipated August 26), followed by award approval at the next available City Council session (held on the 1st and 3rd Tuesday of each month).
