EXHIBIT B – Project Description
Introduction and Background The City of Evans is soliciting proposals from qualified professional engineering firms to develop a comprehensive Water Master Plan for its potable and non-potable water systems. This document constitutes the City’s Request for Proposals (RFP) and defines the scope of services, submittal requirements, evaluation criteria, and mandatory response questions that govern the selection process.
Project Background
The City of Evans operates two distinct categories of water systems: a potable distribution system and non-potable raw water conveyance and distribution system.
The potable water system last underwent a master planning process in 2016. The non-potable system has not been included as part of formal master planning. The City’s non-potable system can be divided into two categories, gravity-fed non-potable conveyance from the Evans Town Ditch and Greeley-Loveland Irrigation Company (GLIC) and pressurized non-potable distribution fed by both sources, consisting of irrigation ponds and pump stations.
These non-potable systems serve different areas of the community and operate under distinct delivery conditions, each requiring separate hydraulic analysis, capacity assessment, and capital planning.
The City has identified a need to evaluate current infrastructure conditions, assess system capacity against projected growth demands, and establish a prioritized Capital Improvement Program (CIP) for the potable and non-potable systems. The resulting Water Master Plan will serve as the primary long-range planning document guiding infrastructure investment decisions over a 20-year planning horizon and help to inform an assessment of the City’s water rates.
Scope Boundaries
This engagement is scoped exclusively to the distribution systems and infrastructure planning functions of the City’s water utility. Supply-side water resources management, integrated water efficiency and drought readiness, and lead and copper rule revision (LCRR) compliance are being addressed concurrently under separate contracts and are expressly excluded from this scope. Proposers must demonstrate a clear understanding of this scope boundary and describe how they will coordinate with the parallel supply-side engagement where shared planning assumptions, particularly demand projections, require alignment.
In addition to infrastructure planning, the City requests recommendations for updates to its engineering standards and specifications for potable water, non-potable water, and water utility infrastructure, ensuring adopted standards reflect current industry practice, applicable regulatory requirements, and the operational context of Evans, Colorado.
Scope of Services
The following tasks define the full scope of services required under this engagement. Unless otherwise noted, all tasks apply to both the potable and non-potable water systems.
Page | 14
Task 1 — Data Collection and System Inventory
The consultant will gather, review, and validate all available data and records pertaining to the potable and non-potable water distribution systems. This task is limited to distribution infrastructure, operational performance, and system configuration. Required activities include:
Review available City documentation, including as-built drawings, GIS data layers, hydraulic model files, operational records, maintenance histories, and prior planning studies.
The review must assess the completeness and accuracy of available information to determine the scope of field activities needed to supplement existing records. Identify and address any master meter and customer metering deficiencies including identifying the number of flat rate customers that will require metered conversions.
Conduct field data collection to verify and supplement documentation from the records review. Activities include physical inspection and condition assessment of accessible distribution assets (pipe segments, pump stations, storage facilities, pressure reducing valve (PRV) stations, booster stations, and system control points), fire flow testing, and operational monitoring. Use field results to confirm as-built conditions, identify infrastructure not reflected in existing records, and document deficiencies or operational concerns.
Compile a distribution system inventory of infrastructure components including pipe materials, diameters, ages, pump stations, storage facilities, PRV stations, booster stations, and control points derived from the combined records review and field verification.
Review operational constraints, delivery agreements, and system configuration documentation specific to the Evans Town Ditch and GLIC systems, including information relevant to distribution system performance, capacity, and expansion.
Compile historical water delivery and demand data for the potable system and non-potable system independently, to the extent needed to characterize distribution system loading and performance.
Review current City of Evans engineering standards and specifications for water infrastructure and water utility management to identify gaps or outdated provisions.
Coordinate with City staff to confirm data accuracy and identify known infrastructure deficiencies or operational concerns.
Task 2 — Demand Analysis and Population Projections
The consultant will prepare a robust demand analysis establishing baseline and future water needs across all distribution systems. This task addresses distribution system loading only;
supply resource planning and yield analysis are excluded. Required activities include:
Analyze current water use patterns by customer class – residential, commercial, industrial, and irrigation – as applied to distribution system loading.
Develop demand projections for 10-year, 20-year, and build out planning horizons consistent with the City of Evans land use and growth plans and previous supply-side water resources analyses Develop separate demand projections for the potable system and the non-potable systems, reflecting their distinct service characteristics.
Conduct peak factor analysis to establish maximum day and peak hour demands for use in hydraulic modeling of each system.
Page | 15
Assess seasonal demand variation in the non-potable systems given their irrigation-oriented nature and evaluate the implications for distribution system capacity and pressure management.
Evaluate water conservation trends and the potential influence of conservation programs and price sensitivity on future demand projections relevant to distribution infrastructure planning.
Evaluate potential need and associated sizing for additional potable and/or nonportable storage.
Task 3 — Hydraulic Modeling
The consultant will develop or update calibrated hydraulic models for all distribution systems as separate model environments. All modeling is scoped to the distribution systems. Required activities include:
Develop or update a calibrated steady-state and extended-period simulation (EPS) hydraulic model for the potable and pressurized non-potable water distribution systems.
Develop a separate calibrated hydraulic model for the Evans Town Ditch and GLIC raw water system, reflecting the unique delivery and pressure characteristics of that system.
Calibrate each model using field-collected pressure and flow data from fire flow testing or operational monitoring conducted under this engagement.
Simulate current and future demand scenarios for the potable system under normal operating conditions, maximum day demand, peak hour demand, and fire flow conditions.
Simulate current and future demand scenarios for each non-potable system under normal operating and maximum demand conditions, reflecting seasonal irrigation loading.
Identify hydraulic deficiencies including low pressure areas, high velocity conditions, inadequate storage capacity, and segments not meeting City of Evans, State of Colorado, or other applicable regulatory standards.
Identify expansion opportunities and available capacity associated with the City’s existing non-potable system
Task 4 — Pressure Zone Analysis
The consultant will conduct a detailed pressure zone analysis for the potable and non-potable systems. Required activities include:
Map and document all existing pressure zones within the potable system, including zone boundaries, pressure regulating infrastructure, and service pressure ranges.
Evaluate existing pressure zone boundaries relative to topographic conditions, future development areas, and City performance targets.
Identify areas experiencing pressure outside the acceptable range and assess contributing factors within the distribution system.
Conduct comparable pressure zone analyses for the non-potable systems, addressing delivery pressures and distribution performance across their respective service areas.
Develop recommendations for pressure zone modifications, additions, or consolidations in each system to improve hydraulic performance and accommodate future growth.
Assess pressure management strategies that can reduce distribution system stress, improve reliability, and support water conservation objectives across all systems.
Task 5 — Capital Improvement Program Development
Page | 16
The consultant will develop a prioritized Capital Improvement Program (CIP) for the potable system and the non-potable systems, with the non-potable category specifically categorized into Evans Town Ditch, GLIC raw water supply, and pressurized non-potable system projects. CIP projects are limited to distribution infrastructure needs; supply-side resource development and acquisition are outside this scope. Required activities include:
Identify all recommended capital projects derived from the hydraulic analysis, field observations, infrastructure condition assessment, and demand projections for all systems.
Prepare separate CIP project lists for the potable system, the Evans Town Ditch system, the GLIC raw water supply system, and pressurized non-potable systems, clearly distinguishing project type, scope, and justification for each. This must include rehabilitation of the Evans Town Ditch diversion structure and adding meters and meter infrastructure for all pressurized non-potable flat rate customers and relocating all City indoor meters into external meter pits.
Develop project descriptions for each recommended improvement, including location, nature of work, planning-level cost estimate, design basis, and the specific deficiency or need being addressed. This must also include a summarized descriptions (no more than 2-3 sentences) for inclusion in City budgeting process.
Prepare a phasing schedule categorizing projects into short-term (0 – 5 years), mid-term (6 – 10 years), and long-term (11 – 20 years) horizons based on urgency, reliability, growth sequencing, and funding capacity.
Apply prioritization criteria consistently across all systems, including risk and consequence of failure, regulatory compliance, hydraulic performance impact, growth support, and cost-effectiveness.
Develop planning-level cost estimates using current regional unit cost data applicable to the City of Evans.
Prepare an implementation strategy accounting for project dependencies, construction sequencing, and coordination with other City capital programs.
Task 6 — Engineering Specifications Review
The consultant will review the City’s existing engineering specifications for water infrastructure and prepare recommendations for updates. Required activities include:
Review current City standard drawings, technical specifications, instrumentation and controls standards, and design criteria for potable water infrastructure, including pipe materials, fittings, valves, fire hydrants, service connections, meter installations, and appurtenances.
Review existing standards, specifications, and design criteria for non-potable water infrastructure. Recommendations must address the distinct requirements of open ditch conveyance (Evans Town Ditch and GLIC and associated laterals), gravity-fed pipeline systems, and pressurized non-potable distribution systems, and must identify opportunities for new or enhanced standards where gaps exist.
Benchmark City of Evans specifications against applicable state regulations, current industry standards, and recognized best practices for municipal water utility construction.
Identify gaps, outdated provisions, inconsistencies, and areas where current specifications do not adequately address conditions encountered in the City’s water systems.
Develop written recommendations identifying each specification section requiring revision, providing the rationale for the recommended change, and suggesting updated language or standard drawing revisions.
Page | 17
Recommend new specification sections or standard details not currently included in City standards but warranted based on observed infrastructure needs, construction practices, or regulatory requirements.
Task 7 — Financial Analysis
The consultant will prepare a planning-level financial analysis to support the CIP and assist the City in understanding funding needs for distribution infrastructure investment. This analysis is limited to the capital needs identified within this scope. Required activities include:
Estimate total CIP investment requirements over the 20-year planning horizon for each of the distribution systems.
Identify potential funding sources applicable to the City of Evans, including grant programs, loan programs, development impact fees, and utility revenue funding, as they relate to distribution infrastructure capital needs.
Prepare a summary-level discussion of the relationship between the recommended CIP investment and existing or projected utility rates, suitable for use by City leadership in policy discussions.
Evaluate the financial implications of deferring high-priority projects to demonstrate the cost and risk trade-offs of phasing decisions across all systems.
Task 8 — Stakeholder Engagement
The consultant will support the City in communicating Water Master Plan findings and recommendations to internal and external stakeholders. Required activities include:
Prepare and facilitate up to three staff working sessions during the project to review interim findings, obtain feedback, and validate key technical assumptions.
Prepare a public-facing summary document or presentation materials in a format accessible to non-technical audiences for the City’s use in communicating system needs and investment priorities.
