About this opportunity

Gwinnett County Board of Commissioners issued an Invitation to Bid (BL084-22) for pre-approved non-emergency transportation services on August 10, 2022, with sealed bids due by 2:50 p.m. on August 29, 2022. The award has been made to Koch Transportation Services, LLC.

The scope covers door-to-door, demand-response transportation for ambulatory and wheelchair-bound clients throughout the County's 437-square-mile service area. Services include scheduled daytime trips Monday through Friday from 6:00 a.m. to 6:00 p.m. (45,000 estimated annual miles), after-hours warming-station transportation seven days per week (2,000 miles), holiday and weekend transportation (500 miles), after-hours holiday warming-station trips (300 miles), out-of-county trips on a flat-fee basis (250 trips), and escort charges (200 trips). The contractor must maintain a fleet capable of managing up to 20 clients per day and must meet comprehensive insurance requirements including statutory workers' compensation, commercial general liability of $500,000 per occurrence, auto liability of $500,000 per occurrence, and umbrella liability of $1,000,000, with all carriers rated A.M. Best A-5 or higher and authorized to operate in Georgia. All drivers must complete background checks, drug testing, fingerprinting, defensive driving courses, and First Aid and CPR certification per State Bill 406.

Koch Transportation Services, LLC, located at 7433 Spout Springs Road, Suite 101-15, Flowery Branch, Georgia, was selected as the lowest responsive and responsible bidder with a total bid of $186,000. The contract commences upon award and includes four additional one-year renewal options with pricing increases of 3, 5, 5, and 5 percent respectively. Pricing must be calculated on a per-mile basis verified using Google Maps or similar mapping tools, with invoices submitted in PDF format and payment due net 30 from invoice date.

The County did not accept electronic submittals and required bidders to be registered with SAM.gov and hold a valid 12-character UEI number prior to contract execution. Vendors on the Gwinnett County ineligible source list were ineligible to submit. Questions were due August 19, 2022, directed to Jake Scarpone, Purchasing Associate II. Addendum #1 was issued August 22, 2022, clarifying vendor registration and eligibility requirements.
