About this opportunity

The City of Atlanta, on behalf of the Department of Watershed Management, is soliciting proposals through a multi-step sealed bid process for JWC Environmental (JWCE) grinders, OEM parts, and repair services supporting wastewater treatment and reclamation facilities, with a prequalification phase preceding an Invitation for Bid; questions and prequalification submissions are due June 19, 2026.

All bidders must be JWCE manufacturer-certified representatives or authorized distributors and service providers. Substitute parts must be manufacturer-approved, drop-in ready without modification, and accompanied by complete specification sheets; all parts must meet JWCE factory warranty requirements.

The procurement spans five groups: Group I covers JWCE grinders and associated equipment components; Group II, cutter assemblies and replacement parts; Group III, Channel Monster replacement parts; Group IV, Muffin Monster Model 30004T-12 replacement parts; and Group V, ancillary services including staff training on replacement and troubleshooting, documentation of parts replaced or upgraded, and technician labor at specified rates for straight time (up to 40 hours), overtime (over 40 hours), daily, hourly, weekend, and holiday service.

The prequalification phase will evaluate vendors on technical capabilities, manufacturer authorization status, and service capabilities necessary to support specialized wastewater equipment operations. The selected vendor is expected to assume full responsibility for supplying certified JWCE grinders and OEM parts, and providing maintenance, repair, replacement, and rapid-response service to ensure continuous reliable system performance.

A Pre-Solicitation Conference will be noticed separately to provide additional details and address questions. The scope of work document is available in the government files attachment.
