About this opportunity

The City of Atlanta, on behalf of its Department of Parks and Recreation, is soliciting P.O.S.T.-certified security officers through a multi-step competitive sealed bid, with a due date of November 30, 2026. The procurement carries a 35 percent Small Business Enterprise (SBE) participation goal. Joint venture agreements must include at least one SBE firm certified by the City of Atlanta, and bids without complete SBO documentation are rejected as non-responsive.

The procurement opens with a pass/fail prequalification phase, followed by an Invitation for Bid to qualified vendors. Evaluation at prequalification assesses demonstrated experience, past performance, and the qualifications of key management and operational personnel. Vendors must have a minimum of three years providing POST certified officers, and the primary contractor or designee managing POST personnel must also hold POST certification. The contractor furnishes management, supervision, manpower, equipment, and supplies for scheduled and on-call public safety services at City parks, outdoor pools, recreation centers, athletic facilities, Oakland Cemetery, Boulevard Englewood, and events. Pool coverage runs Memorial Day through Labor Day, football traffic control and site security run August through November, and basketball coverage occurs at community centers. Supervision must be available 24 hours a day, seven days a week, with response to City personnel within one hour of telephonic notification. Officers submit incident reports within eight working hours and must hold valid Georgia driver's licenses if operating vehicles.

Required insurance includes statutory Workers' Compensation, Employer's Liability of $1,000,000 per accident and disease, Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Commercial Automobile Liability of $1,000,000 combined single limit, and Excess or Umbrella Liability of $5,000,000 per occurrence. Carriers must hold a Best's rating of A- or higher, a Class VII or better financial size category, and authorization from the Georgia Insurance Commissioner.

Sample billing documents must accompany proposals. The hourly rate remains constant for the contract term, and the City may increase or decrease sites and productive man-hours without penalty or premium rates. A Pre-Solicitation Conference will be noticed and held to address questions. The scope and compliance documents remain in draft form.
