About this opportunity

The City of Atlanta Department of Aviation is conducting a multi-step sealed bid procurement process for on-call general contractor services to provide ground maintenance and repairs at Hartsfield-Jackson Atlanta International Airport. The procurement encompasses a comprehensive range of general contracting services including concrete work, carpentry, demolition, electrical services, roofing, masonry, painting, structural steel work, and signage installation, with the selected contractor(s) required to maintain 24/7 emergency response capability with a two-hour response time requirement. Key qualifications include demonstrated expertise across all listed service categories, ability to comply with FAA Part 139 and TSA Part 1542 requirements, commitment to using asbestos-free materials, and capacity to complete airport security training prior to commencing work. Deliverables include project-specific bids for each requested service, as-built drawings for projects that modify original conditions, and completion reports detailing work performed with compliance certifications. The prequalification phase precedes the formal Invitation for Bid, with a Pre-Solicitation Conference to be noticed and held to provide additional details. The due date for submissions is February 27, 2026, with the posting date of January 28, 2026.

The procurement documents do not specify set-aside designations for disadvantaged enterprises, minority-owned businesses, or other protected categories, nor do they identify incumbent vendors or current contractors. The required integration with existing airport infrastructure and equipment is minimal for this ground maintenance procurement, though all work must coordinate through the Department of Aviation Planning and Development and subsequently through the City planning office for permitting and drawings approval. All subcontractors require pre-approval by the Department of Aviation, with the prime contractor serving as the City's single point of contact and maintaining sole responsibility for all work performed. The scope of work document does not specify the contract term, pricing structure, funding sources, or award value ranges, which will likely be detailed in the formal Invitation for Bid following the prequalification phase.

The City of Atlanta, on behalf of the Department of Aviation (DOA), will shortly undergo a Multi-Step Sealed Bid process comprised of a prequalification phase as the initial step, followed by an Invitation for Bid (IFB) towards the procurement of an Artificial Intelligence (AI)-Assisted Threat Detection System for Screening Equipment at Hartsfield-Jackson Atlanta International Airport (ATL). Interested vendors during the prequalification phase must demonstrate experience with AI-based security screening in aviation environments, capability to integrate with existing X-ray equipment (e.g., Smith Detection Hi-Scan 6040i). The City expectation is that the selected vendor will deliver a complete AI-assisted solution, including installation, integration, training, and support¿for employee screening at designated airside locations. A Pre-Solicitation Conference will be noticed and held to provide more details and address questions. Hope to see you there.
