About this opportunity

The City of Atlanta Department of Public Works is conducting a multi-step competitive sealed bid process for oil and hazardous waste collection, transport, characterization, and disposal services across six fleet maintenance shops with underground storage tanks, with prequalification phase questions due July 23, 2026 and a Pre-Solicitation Conference to be noticed separately.

The vendor must hold EPA, DOT, and OSHA certifications and licenses, and demonstrate prior performance serving large municipalities. The scope includes scheduled and emergency pickups of waste oil in bulk form, in-ground tanks, and 55-gallon drums; specialty hazardous streams such as PFAS-containing aqueous film-forming foams (Chemguard) used by Atlanta Fire Rescue at Hartsfield Jackson Airport; batteries, lamps, and universal/hazardous wastes. The vendor must maintain complete waste manifests, chain-of-custody documentation, and spill records; perform same-day spillage cleanup compliant with environmental standards; utilize only fully licensed and permitted Georgia recycling and disposal facilities; and provide containers that are new and in good condition, replacing drums or barrels with like containers if removal rather than vacuuming occurs. The City reserves the right to add, remove, or modify facilities and tasks with reasonable written notice.

The prequalification phase will evaluate firm experience and key personnel qualifications as the initial filter before the formal IFB. No contract value, incumbent, or specific evaluation criteria weights are stated in the pre-advertisement notice. The Pre-Solicitation Conference will provide additional scope details and address vendor questions; the date and location have not yet been noticed.
