About this file

This Scope of Services document outlines requirements for qualified vendors to provide oil and hazardous waste removal and disposal services for the City of Atlanta's Department of Public Works. The City seeks vendors capable of managing waste from six fleet maintenance shops with underground storage tanks, including both scheduled and emergency pickups. Services encompass the removal, transport, characterization, and disposal or recycling of waste oil (in bulk form, in-ground tanks, or 55-gallon drums), special hazardous waste materials, and specialty streams such as PFAS-containing aqueous film forming foams (Chemguard) used by Atlanta Fire Rescue at Hartsfield Jackson Airport. The procurement will follow a multi-step competitive sealed bid process, beginning with a prequalification phase to evaluate firm experience and key personnel qualifications, followed by an Invitation for Bid (IFB). A Pre-Solicitation Conference will be held to provide additional details and address vendor questions.

Vendors must demonstrate prior experience providing disposal services for major municipalities and maintain all required Georgia state and federal licenses, EPA/DOT/OSHA certifications, permits, and registrations throughout the contract term. The vendor must coordinate with project managers, maintain complete waste manifests and chain-of-custody documentation, and utilize only fully licensed and permitted recycling and disposal facilities in Georgia. The vendor is responsible for all spillage cleanup, which must be completed the same day and comply with environmental standards, and must be available for emergency waste removal as needed. The City reserves the right to add, remove, or modify specific facilities and tasks with reasonable written notice. Containers used for transport must be new and in good condition, and if drums or barrels are removed rather than vacuumed, the vendor must replace them with like containers.
