About this opportunity
The City of Atlanta, on behalf of its Department of Aviation, is previewing a forthcoming Request for Proposal for grease interceptor maintenance, cleaning, and inspection at Hartsfield-Jackson Atlanta International Airport, with a Pre-Solicitation Conference on November 10, 2026 at 1:00 p.m. The RFP will carry a 35.0% Small Business Enterprise (SBE) participation goal, and joint ventures must include at least one SBE firm at the prime level, with joint venture members certified by the Office of Contract Compliance and bound by signed, notarized agreements.
Bids must include Covenant of Non-Discrimination (SBO-1), Subcontractor Contact (SBO-2), and Subcontractor Project Plan (SBO-3) forms. Non-compliance with SBO or Equal Employment Opportunity requirements constitutes non-responsiveness and grounds for rejection, and the EEO workforce availability goals derive from 2000 Census data. Successful bidders submit monthly SBO participation reports for the contract's duration. The dominant NAICS codes are 562998 and 541330.
Scope covers 69 grease interceptors at inception, increasing to 76 during a five-year term, within the Central Terminal Passenger Complex. Of the initial units, 55 are below ground (approximately ten deep) and 14 are above ground. Services include monthly pump-outs, quarterly pressure washing of above-ground and surface-mounted units, semi-annual jetting of piping, CCTV piping inspections, waste disposal under environmental regulations, Work Authorization-based corrective maintenance, and monthly and annual reporting. Routine work runs during third shift (11:00 p.m. to 5:00 a.m.). The contractor must provide 24-hour emergency coverage with a three-hour response time and one-hour acknowledgment, OSHA-compliant confined space entry plans, Spill Prevention and Response Plans, and a minimum inventory of two critical spare parts. The contractor supplies its own water for refilling, because airport water availability is not guaranteed. A penalty chart assigns deductions of $500 to $2,500 per occurrence.
Required insurance includes Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Commercial Automobile Liability of $1,000,000 combined single limit ($10,000,000 for airport restricted-area access), Excess or Umbrella Liability of $3,000,000 per occurrence, and Professional Liability of $2,000,000 per occurrence and aggregate. Carriers must hold a Best's rating of A- or better, Financial Size Category VII or better, and authorization from the Georgia Insurance Commissioner. The City must be named certificate holder and additional insured.
The Pre-Solicitation Conference takes place at the Technical Support Campus, 1255 South Loop Road, College Park, Georgia, followed by a 90-minute site tour at approximately 2:00 p.m. Each firm may send two representatives, registered in advance by emailing full name, date of birth, title, company, phone, and email to Project Manager Craig Frayall at cfrayall@atlantaga.gov. Attendees must wear safety vests, hard hats, safety glasses, hard-soled footwear, full-length pants, and sleeved shirts, and airport badge holders must wear their badges. DOA provides transportation between the Tech Campus and the tour site. The listing carries a November 19, 2026 due date.
Opportunity text
The City of Atlanta, on behalf of the Department of Aviation (DOA), anticipates issuing a Request for Proposal (RFP) for Grease Interceptor Maintenance, Cleaning and Inspection Services at Hartsfield-Jackson Atlanta International Airport (H-JAIA). The City is seeking qualified contractors with demonstrated experience providing comprehensive grease interceptor maintenance, cleaning, inspection, waste removal and disposal, corrective maintenance, and related services within large, complex facilities. The City¿s expectation is that the selected Contractor will provide reliable preventive and corrective maintenance services necessary to maintain grease interceptor systems in proper operating condition, support regulatory compliance, and minimize disruptions to airport, concession, and passenger operations. At contract inception, services are anticipated to cover sixty-nine (69) grease interceptors, with the total inventory expected to increase to seventy-six (76) during the contract term. Services are expected to include routine pump-outs, pressure washing, piping jetting, system inspections, waste disposal, corrective maintenance, emergency response, and required maintenance reporting. Interested Vendors are encouraged to review the preliminary scope of work and evaluate their ability to meet the City¿s anticipated operational, staffing, equipment, safety, airport access, and service requirements. The City also encourages participation from vendors capable of supporting scheduled maintenance activities and emergency response requirements within an active airport environment. A Pre-Solicitation Conference will be noticed and held to provide additional information regarding the project, discuss the City¿s expectations, and provide Interested Vendors an opportunity to ask questions and better understand the anticipated requirements. We hope to see you there.
