About this opportunity
The City of Atlanta, on behalf of the Atlanta Fire Rescue Department (AFRD), is preparing a multi-step sealed bid for fire and rescue tools, equipment, and Self-Contained Breathing Apparatus (SCBA) maintenance, starting with a prequalification phase followed by an Invitation for Bid (IFB/GS/AFRD/2606-1260224). The notice lists a November 27, 2026 due date. No mandatory participation requirements apply because the expected project value falls below the $100,000 threshold that triggers mandatory diversity inclusion programs. The City encourages, but does not require, participation by small business enterprises (SBOs), emerging business enterprises (EBOs), disadvantaged business enterprises (DBEs), and minority and female-owned businesses, and it encourages joint ventures when feasible.
Scope spans six groups: powered equipment and accessories, forcing tools, fire ladders, water-delivery monitors, miscellaneous operational items, and SCBA maintenance with air compressor services. The SCBA component covers approximately 450 SCBA units, 70 RIT packs, and annual fit testing for 900 employees. Vendors must provide mobile field servicing with a 48-hour response time for repairs and inspections, quarterly preventive maintenance on breathing air systems, and certified technician support for Mako, Revolve, and Bauer air compressor systems. Successful bidders must maintain a records management system documenting all SCBA maintenance, repairs, and servicing. Products must be delivered within 45 days of purchase order. Bidders may offer like-and-similar goods or approved equal substitutes at a discount from catalog prices.
Compliance with NFPA 1404, 1500, 1852, 1981, and 1989, OSHA regulations including 29 CFR 1910.134, and original equipment manufacturer (OEM) requirements is mandatory. Prequalification requires demonstrated experience supplying fire and rescue equipment, certified SCBA maintenance capability where applicable, and the operational capacity to meet delivery timelines, parts availability, and service response requirements.
Contractors must carry Workers' Compensation at statutory limits and Employer's Liability of $1 million each accident and policy limit. Required coverage includes Commercial General Liability of $1 million per occurrence and $2 million aggregate, Commercial Automobile Liability of $1 million combined single limit, Excess or Umbrella Liability of $3 million per occurrence, all-risk property at replacement value, and Professional Liability of $1 million per occurrence and annual aggregate with a three-year Extended Reporting Provision. Carriers must hold A- ratings from A.M. Best with a Financial Size Category of at least Class VII and be authorized by the Georgia Insurance Commissioner. Bonds must appear on U.S. Treasury Circular 570. No work may begin until insurance and bonding are satisfied and evidence is submitted to the City's Office of Enterprise Risk Management.
The jurisdictions listed are Fulton County and Atlanta City. A Pre-Solicitation Conference will be held to provide additional details and answer questions.
