About this file

This is a Scope of Work document for the City of Atlanta Department of Fire Rescue (AFRD) procuring fire and rescue tools, equipment, and Self-Contained Breathing Apparatus (SCBA) maintenance services. The scope encompasses six primary groups of equipment and services: Group I covers powered equipment and accessories including ventilators, saws, chainsaws, and related maintenance parts; Group II addresses forcing tools such as axes, hooks, pry bars, hydraulic jacks, and chains; Group III specifies fire ladders in various lengths and configurations; Group IV details monitors and accessories for water delivery systems; Group V lists miscellaneous operational items including scene lights, safety equipment, and gas canisters; and Group VI requires comprehensive SCBA maintenance and air compressor services for approximately 450 SCBA units, 70 RIT packs, and annual fit testing for 900 employees. Successful bidders must deliver products within 45 days of receiving a purchase order. The SCBA maintenance component requires mobile field servicing capability with a 48-hour response time for repairs and inspections, quarterly preventive maintenance on breathing air systems, and certified technician support for Mako, Revolve, and Bauer air compressor systems.

Bidders must provide like and similar goods or approved equal substitutes at a discount from catalog prices, with the specific discount percentage to be filled in during the bidding process. The contract mandates compliance with multiple regulatory standards including NFPA 1404, 1500, 1852, 1981, and 1989, as well as OSHA regulations (29 CFR 1910.134) and original equipment manufacturer (OEM) requirements. Successful bidders must establish and maintain a records management system documenting all SCBA maintenance, repairs, and servicing activities. The contract is structured as a multi-step sealed bid process with a prequalification phase followed by an Invitation for Bid (IFB), with vendors required to demonstrate experience in fire and rescue equipment supply, certified maintenance capabilities, operational capacity to meet delivery and service response requirements, and compliance with all applicable federal, state, and industry standards. A Pre-Solicitation Conference will be held to provide additional details.
