About this opportunity
The City of Atlanta Department of Watershed Management is conducting a multi-step sealed bid process for suppliers to deliver invasive plant control, forestry services, and land management services under the Annual Natural Area Management Program, with a prequalification phase deadline of November 6, 2026 followed by an Invitation for Bids.
Prequalification is mandatory. Vendors must demonstrate a minimum of five years of relevant experience in invasive plant control, forestry services, and land management; provide organizational charts and resumes for key project personnel; submit two successfully completed or current projects from the last two years of similar scope and complexity; and document an established safety program with required safety records. A Pre-Solicitation Conference will be held to provide additional details and answer vendor questions.
Invasive plant control services require initial site visits with City team members, written proposals with maps, before photographs, treatment sequences, and schedules, and current Georgia Commercial Pesticide Applicators Licenses before work commences. Contractors must achieve a 90% or higher reduction in target species density within 0–3 months of treatment; retreatment is at no cost to the City if targets are not met. Treatment areas span 200–400 acres with three infestation levels (A, B, C) and method-specific pricing.
Forestry services include non-emergency and emergency tree removal, pruning, and stump grinding budgeted at 500 hours each, plus 10 hours allocated for 24-hour emergency response premiums. Land management encompasses meadow management, habitat assessments, vegetation surveys, restoration planting, volunteer coordination, and debris removal. Restoration plantings must consist of 100% native Georgia Piedmont species from local ecotypes whenever possible, with a 90% survivability rate required after one year; replanting at no cost to the City is required if that standard is not met.
The cost proposal form itemizes 26 bid items across the three service areas. Mobilization and demobilization costs are capped at no more than 3% of the contract total. An Owner Controlled Contingency is fixed at $25,000. All work requires post-work site visits and City approval before payment authorization.

The City of Atlanta, on behalf of the Department of Watershed Management (DWM), will shortly undergo a MultiStep Sealed Bid process comprised of a prequalification phase as the initial step, followed by an Invitation for Bids (IFB) for the procurement of qualified suppliers to provide services under the Annual Natural Area Management Program. The program consists of three primary areas of emphasis: Invasive Plant Control, Forestry Services, and Land Management. Interested vendors during the prequalification phase will be evaluated based on their demonstrated experience providing invasive plant control, forestry services, and land management. Vendors must demonstrate a minimum of five years of relevant experience, provide an organizational chart and resumes for key project personnel, and identify two successfully completed or current projects within the last two years that are similar in scope and complexity. Vendors must also demonstrate an established safety program and provide the required safety record information. The City¿s expectation is that the selected supplier will provide safe, effective, and responsive natural area management services that support the protection, restoration, and long-term management of City properties and natural areas. Services may include invasive plant control, routine and emergency forestry services, and natural resource and conservation land management activities. A PreSolicitation Conference will be noticed and held to provide additional details and answer questions from interested vendors. We look forward to your participation.
