About this opportunity
The City of Atlanta, on behalf of the Atlanta Fire Rescue Department (AFRD), is soliciting proposals for comprehensive promotional testing services for Fire Captain and Fire Lieutenant positions under a prequalification phase followed by an Invitation for Bids, with vendor questions due October 2, 2026. The procurement encompasses two distinct service streams: (1) an online training management system requiring secure individual member accounts, remote training delivery and assignment by rank and duty, class creation and scheduling, attendance tracking, test administration and scoring, instructor-led and online training management, report generation, and credential and recertification tracking aligned with Georgia Office of Emergency Medical Services, Georgia Firefighter Standards & Training Council, and Insurance Services Office requirements; and (2) promotional testing services including job task analysis, test development for in-person and virtual formats, candidate orientation and preparation classes, exam administration at Atlanta locations, secure electronic testing systems, individual feedback reports, appeal process management, assessor recruitment and training, oral interviews with 8–12 scenarios per candidate, and comprehensive final technical reports with job analysis results, examination validation, and employee performance analysis.
Testing is conducted approximately every two years on an as-needed basis. The contract term is four years with an option to renew for an additional four years in two-year increments at the City's sole discretion. All testing components must comply with AFRD policies, Atlanta City Code Sections 114-227 through 114-245, Commission on Fire Accreditation International standards, and National Fire Protection Association requirements. Subject matter experts in job analysis must originate from jurisdictions outside AFRD. All assessors must be independent of AFRD with no direct or indirect affiliations. Vendors must provide expert testimony and legal assistance at no additional cost for a minimum of five days should litigation arise from the promotional testing process. Bid submissions must include previous work samples and narrative demonstrations of compliance with all minimum qualifications. A pre-solicitation conference will be noticed to provide additional details.
Opportunity text
The City of Atlanta, on behalf of the Atlanta Fire Rescue Department (AFRD), will shortly undergo a Multi-Step Sealed Bid process comprised of a prequalification phase as the initial step, followed by an Invitation for Bids (IFB) for the procurement of a qualified supplier to provide a comprehensive, web-based Online Training Management System. Interested vendors during the prequalification phase will be evaluated based on their demonstrated experience providing online training management systems for fire departments, emergency medical services, public safety agencies, or similar organizations. Vendors must demonstrate the capability to provide secure individual member accounts; remotely deliver and assign training based on rank and duty assignment; create and schedule classes; track attendance and daily training activities; administer and score tests; manage instructor-led and online training; and generate reports and training records. Vendors must also demonstrate the ability to maintain and track member credentials, certifications, continuing education, and recertification requirements, including training associated with the Georgia Office of Emergency Medical Services (GOEMS), Georgia Firefighter Standards & Training Council (GFSTC), and Insurance Services Office (ISO) requirements. The City's expectation is that the selected vendor provides a secure, reliable, accessible, and comprehensive online training management system that enables AFRD to efficiently deliver and maintain accurate training and certification records, monitor credential and recertification requirements, and provide timely access to training information across the Department. A Pre-Solicitation Conference will be noticed and held to provide additional details and answer questions from interested vendors. We look forward to your participation.
