About this opportunity
The State of Michigan Department of Technology, Management & Budget is soliciting bids for printing services to produce Campsite ID Forms under project PR 3069-2. This procurement requires the production of 750 units of a specialized two-part snap-out form measuring 4 by 7.125 inches with a 5/8-inch perforated top stub. Part 1 consists of 15-pound white carbonless paper (CB stock) printed on one side in black ink, while Part 2 uses manila tag paper (CF stock) printed on two sides in black ink. The forms must be shrink-wrapped in cartons containing 250 units each, with individual cartons not exceeding 40 pounds. Vendors must submit a PDF proof for departmental approval prior to production and are required to supply all electronic materials in source software format along with PDF copies, which become state property upon delivery. Bids must be submitted online and include all costs with freight to the Print & Mail Management (PMM) dock located at 7461 Crowner Drive, Lansing, Michigan 48913, on an F.O.B. Destination, prepaid basis. Award decisions will be based on best price and value to the state rather than lowest bid alone, with consideration given to past quality performance and vendor capability to meet specifications. The proposal submission deadline is December 12, 2022, with the opportunity posted on December 7, 2022.
Only vendors prequalified with the State of Michigan's Print & Mail Management program are eligible to submit bids, and prospective bidders must register with the state prior to submission. Pre-qualification can be initiated by contacting Mark Miller (517-636-7746), Scott Barclay (517-636-7744), or Graham Martin (517-636-6186), with the process taking approximately one week to complete. Late submissions will not be accepted, and failure to include a detailed quote letter with proposals will result in automatic bid disqualification. All vendors must accept Electronic Funds Transfer (EFT) payments and comply with strict packaging and labeling requirements, including the use of single-face hardwood pallets meeting specified dimensions and gross weight limitations of 4,000 pounds maximum. Palletized shipments must have all cartons uniformly labeled with commodity numbers, descriptions, purchase order numbers, and piece counts. The bid request document does not specify a pricing range, total contract value, or funding amount for this procurement.
