About this opportunity
The State of Maine Department of Environmental Protection, Bureau of Remediation and Waste Management, is issuing an amended Request for Proposals to establish a Pre-Qualified Vendor List (PQVL) for Environmental Consulting Services. This procurement seeks to prequalify environmental consulting firms to provide comprehensive services related to petroleum, hazardous substance, uncontarscontaminated sites, brownfields, and RCRA projects, including Phase I and Phase II Environmental Site Assessments, site investigations, feasibility studies, remedial action planning, remediation implementation, and operation and maintenance of remediation systems. Qualified vendors must demonstrate field personnel with current 40-hour HAZWOPER safety training and OSHA field certification, employ a Maine Licensed Geologist on staff, and provide evidence of direct experience conducting at least three hazardous substance and/or petroleum site investigation projects within the past five years. Vendors seeking to bid on Brownfields-funded projects must furnish proof of a current EPA Region 1 and Department-approved Brownfields Quality Assurance Project Plan (QAPP). Proposals will be evaluated on a 100-point scale comprising 50 points for Organization Qualifications and Experience, 25 points for Proposed Services, and 25 points for Rate Sheet pricing, with no best and final offer process utilized. All proposals must be submitted to the Vendor Self Service System no later than February 1, 2027, at 4:00 p.m. local time, with the RFP Coordinator being Lindsay Caron (lindsay.er.caron@maine.gov). Once established, individual projects will be awarded through a competitive "mini-bid" Request for Bids process to selected vendors, with the PQVL contract term running from January 1, 2025, through December 31, 2030.
The RFP does not specify set-aside designations or restrictions limiting responses to disadvantaged enterprises or particular organization types, indicating this procurement is open to qualified environmental consulting firms meeting the stated technical requirements. Vendors previously prequalified under RFP #202407136 are automatically included on the new PQVL and are not required to resubmit proposals. Bidders must provide comprehensive documentation including proof of current insurance, audited financial statements covering three years, organizational charts, complete litigation history, and detailed rate sheets for all services and personnel positions. The RFP does not specify an overall budget or award value range; rather, funding for individual projects will be determined through subsequent mini-bid RFB processes. The State reserves the right to remove vendors from the PQVL upon 30 days' written notice if performance is unsatisfactory or contractual obligations are not met, and annual vendor enrollment occurs on the first business day of February.
