About this file

This is a Questions and Answers Summary document for RFP 202601011 Q, issued by the State of Maine Department of Environmental Protection, Bureau of Remediation and Waste Management, in connection with a Pre-Qualified Vendor List (PQVL) procurement for Environmental Consulting Services. The RFP seeks to establish a prequalified vendor list of environmental consulting firms to provide services including Phase I and II Environmental Site Assessments, site investigations, feasibility studies, remedial action planning, remediation implementation, and operation and maintenance of remediation systems for petroleum, hazardous substance, uncontaminated sites, brownfields, and RCRA projects. Qualified vendors must employ field personnel with current 40-hour HAZWOPER safety training and OSHA field certification, maintain a Maine Licensed Geologist on staff, and demonstrate direct experience with at least three hazardous substance and/or petroleum site investigation projects within the past five years. Vendors seeking Brownfields-funded projects must provide proof of a current EPA Region 1 and Department-approved Brownfields Quality Assurance Project Plan (QAPP). Proposals are due February 1, 2027, at 4:00 p.m. local time via the Vendor Self Service System, with the RFP Coordinator being Lindsay Caron. The contract term runs from January 1, 2025, through December 31, 2030.

Proposals will be evaluated on a 100-point scale comprising 50 points for Organization Qualifications and Experience, 25 points for Proposed Services, and 25 points for Rate Sheet pricing. Vendors previously prequalified under RFP #202407136 are automatically included on the new PQVL and need not resubmit proposals. Bidders must provide current insurance proof, three years of audited financial statements, organizational charts, complete litigation history, and detailed rate sheets for all services and personnel positions. Individual projects will be awarded through competitive "mini-bid" Request for Bids processes to selected vendors, with funding determined through those subsequent processes. The Q&A document specifically addresses whether the Department would negotiate changes to insurability provisions within Rider B of the service contract, confirming that the Department cannot modify insurability requirements in Rider B; however, requested changes can be documented in Rider C for review by the Department's Attorney General and Procurement Services.
