About this opportunity
The Maine Department of Environmental Protection is requesting quotations for the purchase and installation of two power take-off units and hydraulic pump systems for oil and hazardous material response vehicles, with quotes due December 21, 2010. The systems will be installed on a 2009 Ford F-350 (6.4-liter diesel) and a 2011 Ford F-350 (6.7-liter diesel), both requiring minimum hydraulic output of 13.1 GPM at 1200 engine RPM.
Each system must include a 30-gallon minimum capacity reservoir with dual-circuit plumbing and open-center spool valves with speed control capability, configured to power product transfer pumps, oil spill recovery equipment, and auxiliary air compressors. Custom fabricated tanks for under-deck mounting may be necessary. The scope also encompasses a Boss Series 35 deck-mounted air compressor (35 CFM at 175 PSI), submersible hydraulically operated pumps (less than 13 GPM input), Elastec oil recovery drum skimmers (5 GPM at 2,500 PSI maximum), and Slick Bar oil boom reels (10 GPM at 2,000 PSI maximum). All systems must operate across ambient temperatures from negative 20 to 120 degrees Fahrenheit and support a maximum 10-degree operating slope.
Bid pricing must include all hardware, components, and complete installation with systems delivered ready to operate. Bidders must submit warranty details with their proposals. Awards will be made on the basis of individual items or groups of items in the best interest of the State to the lowest responsible bidder considering quality, conformance to specifications, delivery date, and ultimate cost. In case of tie bids, in-state bidders or those offering commodities produced or manufactured in Maine receive preference. The State reserves the right to increase or decrease quantities by up to 10% and will not consider cash discounts under 20 days. The State is tax-exempt; pricing should be quoted less applicable federal and Maine state sales and use taxes.
