About this opportunity
The Dallas Area Rapid Transit Authority (DART) is soliciting competitive bids for power sweeping and power washing services across 93 stations and locations throughout the Dallas-Fort Worth region, including facilities in Dallas, Addison, Richardson, Irving, Plano, Garland, Carrollton, Cockrell Hill, Glenn Heights, Rowlett, and Grapevine, Texas. The scope of work encompasses routine and selective power sweeping of parking lots, driveways, bus lanes, curb lines, sidewalks, trackways, and walkways, as well as pressure power washing services to remove accumulated residuals including grease, oil, fluids, sand, dirt, and other foreign substances from bus lanes, parking lot spaces, and platform walkways. Services will be performed on a scheduled routine basis during designated nighttime hours (8:00 P.M. to 5:00 A.M., or 1:00 A.M. to 4:00 A.M. adjacent to light rail) or on weekends, as well as on an as-needed basis. Qualified contractors must maintain a 95 percent cleanliness standard for all surface areas following each sweeping operation, provide pressure washing equipment capable of delivering a minimum sustained nozzle pressure of 3,000 PSI at 200 degrees Fahrenheit, and operate mechanical power sweepers suitable for parking garages with approximately seven-foot ceiling heights. Contractors must secure all necessary licenses, permits, testing, and disposal fees while maintaining full compliance with local, state, and federal environmental regulations, and submit pricing quotations on a per-hourly rate basis with monthly invoices detailing service dates, times, hours charged, and facility-specific line-item charges. The bid is due by May 4, 2026, and all vendors must complete and submit all required forms, supporting documentation, and pricing schedules through the Bonfire/Euna portal registration system; site visits to all 93 locations are recommended prior to bid submission. The award will be made to the lowest responsive bid that meets all requirements listed in the Scope of Work, with the contract structured as a two-year service agreement with estimated quantities of 31.25 hours per month for two months in Year 1 (2026), 12 months in Year 2 (2027), and 10 months in Year 3 (2028).
The solicitation documents do not identify any specific set-aside designations for disadvantaged enterprises, small businesses, or other protected classifications, nor do they reference any incumbent vendors or current contractors. No existing infrastructure or technology integration requirements are specified in the available documentation. All pricing submitted must be all-inclusive and account for supervision, labor, equipment, materials, vehicle licensing, vehicle title, warehousing, freight, pick-up, financing, carrying charges, and all other costs associated with service delivery; no price adjustments will be made unless specifically provided for by additional provisions in the purchase order. All purchase orders are subject to DART's Terms and Conditions, which establish that time and rate of deliveries are essential to the order, with failure to meet specified delivery schedules constituting grounds for rejection and default termination. Payment terms require invoices to be submitted in triplicate within 30 days of invoice receipt or order receipt, whichever is later, and DART is exempt from Texas state and local sales and use taxes. The specific contract value or budget range for this procurement is not disclosed in the available documents; however, vendors should anticipate that the award will be based solely on competitive pricing for the estimated service hours across the three-year contract term.
