The contractor must maintain a 95 percent cleanliness standard for all surface areas at each facility following each sweeping operation, with inspections conducted by the Contracting Officer's Representative (COR) or field inspectors who maintain final authority to require re-sweeping at no cost to DART if work is deemed unsatisfactory.
Pricing quotations shall be submitted on a per-hourly rate basis with invoices submitted monthly in triplicate, detailing service dates, times, hours charged, and facility-specific line-item charges. The contractor is responsible for all materials, supplies, and resources required to perform services and must secure all necessary licenses, permits, testing, and disposal fees in full compliance with local, state, and federal environmental regulations, including proper handling and disposal of all collected waste materials, wastewater, surfactants, solvents, and contaminated substances. The mechanical power sweeper must be capable of operation in parking garages with approximately seven-foot ceiling heights, while pressure washing equipment must deliver a minimum sustained nozzle pressure of 3,000 PSI at 200 degrees Fahrenheit. The contractor must provide Material Safety Data Sheets (MSDS) for all chemicals, submit weekly reports detailing work accomplished and any unsafe conditions or impediments, and coordinate all service requests through work orders issued by the COR. Site visits to all 93 locations are recommended prior to bid submission, and the award will be made to the lowest responsive bidder that meets all SOW requirements; the contract term and any renewal options are not specified in this SOW document.
