About this opportunity
The Commonwealth of Kentucky, through the Department of Fish & Wildlife Resources, issued Request for Quotation (RFQ) 758 2200000173 for the procurement of one Power Reel 200 winch unit for tow fish search and rescue operations on March 28, 2022, with a closing deadline of April 12, 2022, at 1:30 PM ET. Vendors' written questions must be submitted by April 4, 2022, at 10:00 AM ET. The power reel must meet specific technical specifications including an aluminum extrusion frame and spool, 24-28v input voltage with 14 amps continuous and 35 amps peak output current, dimensions of 32 inches length by 28 inches width by 24 inches height, and a weight of 160 pounds, with drum capacity accommodating either 200 meters of 3/8-inch cable or 100 meters of 1/2-inch cable. A critical non-negotiable requirement is compatibility with the ARC Explorer MK II 900/1800 side scan sonar system equipped with GTEAC; power reels failing to meet this compatibility specification will be deemed non-responsive and ineligible for award. The equipment will be shipped FOB Destination Freight Prepaid and Allowed to the Kentucky Department of Fish & Wildlife Resources in Frankfort, and all proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date. Award will be determined using a Best Value ranking approach with measurable criteria weighted at 90 points for price and 10 points for delivery time, for a total of 100 points, with the lowest bidder receiving maximum price points and subsequent bidders scored proportionally.
Kentucky resident bidders and qualified bidders, including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit organizations serving individuals with severe disabilities, are eligible for preference consideration under KRS 45A.490-494 and 200 KAR 5:410. All bidders must be registered in the Commonwealth's Vendor Self Service System at least 24-48 hours prior to electronic submission and must submit completed bid information with best price and delivery terms through the Kentucky eProcurement system. Prior to contract award, vendors are required to submit a Kentucky Tax Registration Application (Revenue Form 10A100), certificates of authority for foreign entities, required affidavits affirming compliance with Kentucky campaign finance laws and tax obligations, and EEO forms if applicable. The Commonwealth reserves the right to deem any vendor non-compliant with solicitation requirements ineligible from further participation, and contracts may be cancelled with 30 days' written notice, with late delivery resulting in a one percent per day deduction from vendor invoices. No specific budget or award value is listed in the solicitation documents, though the contract constitutes a single-unit equipment procurement. Interested vendors may contact Keith Srutowski at 502-564-7007 for additional information regarding this opportunity.
