About this opportunity
The Alabama Department of Forensic Sciences is soliciting bids on postmortem specimens collection kits under an Annual Master Agreement, with proposals due September 4, 2026. The contract carries a not-to-exceed total of $25,000 across a maximum five-year term, renewable annually by written agreement, and is contingent on ADFS budget constraints.
The scope comprises pre-assembled, sealed white corrugated cardboard collection kits (5" × 6-1/2" × 2-1/2") containing two 30-milliliter specimen bottles pre-filled with 400 milligrams of sodium fluoride, syringes, hypodermic needles, biohazard bags, and tamper-evident seals. Kits must be printed with "EXEMPT HUMAN SPECIMENS," agency identification, funding source notation, and expiration date using moisture and smudge-resistant methods. All packaging must comply with common carrier and US Postal Service regulations for biological specimen shipment. Bidders must provide a representative sample for ADFS approval prior to production. Delivery is required within 90 days of award.
Kits ship to the Implied Consent Lab at 168 Chandalar Place Drive, Pelham, Alabama 35124. The lab is tentatively scheduled to relocate in Fall 2027 to the Birmingham Regional Laboratory at 2026 Valleydale Road, Hoover, Alabama 35244.
Responses must be submitted electronically through Alabama Buys. Suppliers must comply with the Beason-Hammon Alabama Taxpayer and Citizen Protection Act and register for E-Verify enrollment verification if employing one or more employees within Alabama, with documentation required within five calendar days of notification or face bid rejection. The State of Alabama is exempt from sales tax and will not pay additional charges for electronic payment methods. Price escalation requests may be considered if material, labor, or other costs increase significantly, provided increases do not exceed industry price-index growth or 5 percent of annual contract cost and are approved in writing by both parties.
