About this file
This is a Quick Quote specification document for the Alabama Department of Forensic Sciences (ADFS) detailing requirements for Postmortem Specimens Collection Kits as part of an Annual Master Agreement procurement. The solicitation requests suppliers to provide complete postmortem specimen collection kits meeting specific technical and packaging standards. The kits must be delivered within 90 days of award, with suppliers required to provide a representative sample for ADFS approval prior to production. Each kit consists of a white corrugated cardboard box measuring 5" x 6-1/2" x 2-1/2", pre-assembled and sealed by the manufacturer with an integrity seal, containing standardized components including two 30-milliliter specimen bottles pre-filled with 400 milligrams of sodium fluoride, syringes, hypodermic needles, biohazard bags, and tamper-evident seals. Specific labeling requirements mandate that kit boxes be printed with "EXEMPT HUMAN SPECIMENS," agency identification, funding source notation, and expiration date information using moisture and smudge-resistant methods.
The solicitation is issued as an Annual Master Agreement with kits to be shipped to the Implied Consent Lab in Pelham, Alabama, with anticipated relocation to a Birmingham facility in Fall 2027. All packaging must comply with common carrier and US Postal Service regulations for biological specimen shipment. The ADFS will provide prototype kits, FDA inserts, and instruction sheet text upon award. Pricing is to be submitted by bidders, with awards contingent on ADFS budget constraints. The request indicates this is a recurring supply need for forensic laboratory operations, though specific quantities, pricing terms, and contract duration are referenced as "item line/s" to be detailed in the formal bidding process.
