About this opportunity
Sumner County Government in Tennessee is requesting proposals for HVAC and mechanical system replacements across three county facilities—Administration Building (Gallatin), Portland Library (Portland), and Millersville Library (Goodlettsville)—with sealed proposals due October 22, 2026 at 10:00 a.m. CST. This is a rebid. Mandatory site visits with County Maintenance staff, coordinated through Robert Gann at (615) 489-2292, are required for all bidders.
The scope spans removal and disposal of existing units and installation of replacement equipment: one CHW pump with triple duty valve, suction diffuser, and butterfly valve at Administration Building; two 12.5-ton gas pack units at Portland Library; and two 10-ton gas pack units at Millersville Library. Contractors must identify like or better replacements and provide written justification for equipment selections. Work includes new electrical circuits, piping and valve work, BAS system tie-ins, roofing as necessary, equipment delivery, system commissioning (draining, filling, and air bleeding), and crane rental and trucking costs. Contractors assume all debris disposal using the county's dumpster and any roof repairs required for rooftop unit installation.
Bidders must submit a total lump sum price broken down by location, along with warranty information, lead times, and an estimated project schedule. Proposals are valid for 90 days from opening. If the total bid exceeds $100,000, a Payment and Performance Bond equal to 25 percent of the contract price is required. Contractors must determine whether the county will purchase equipment directly using tax-exempt status or whether the vendor will procure it; Sumner County has indicated it may purchase units directly, a factor in award determination. Contract award is made to the best overall respondent. Sumner County complies with equal opportunity employment requirements and does not discriminate in procurement.
