About this opportunity
Sumner County Government is requesting proposals for HVAC equipment replacement and installation at three county facilities — the Administration Building in Gallatin, Portland Library in Portland, and Millersville Library in Goodlettsville — with proposals due September 10, 2026 at 10:30 a.m. CST. A mandatory site visit with County Maintenance staff must be completed prior to proposal submission.
The scope spans removal and disposal of existing equipment and installation of replacement units: one CHW pump with new triple-duty valve, suction diffuser, and butterfly valve at the Administration Building; two 12.5-ton gas pack units at Portland Library; and two 10-ton gas pack units at Millersville Library. All new units must meet a minimum SEER2 rating of 14.0. The contractor is responsible for identifying like or better replacements and providing written justification for each selected unit. Additional work includes electrical installation, piping and valve provision, BAS system tie-in, insulation and heat tracing as needed, crane rental, roofing work, and system draining and filling.
Proposals must include two complete printed copies or one sealed copy with a flash drive, a complete cost breakdown by parts, materials, and labor, warranty information, lead times, and an estimated project schedule. Required documentation includes Tennessee business license, current insurance, signed certifications for drug-free workplace and non-collusion, IRS Form W-9, and references. Proposals exceeding $25,000 require a Certification Regarding Debarment; contracts exceeding $100,000 require a Payment and Performance Bond of no less than 25 percent of contract price. Vendors may provide separate pricing if Sumner County purchases units directly using its tax-exempt status. Payment terms are NET 30 days unless specified otherwise. Proposals must remain valid for 90 days. Evaluation is based on quality, experience, references, integrity, performance, and price. Contact Robert Gann at (615) 489-2292 or rgann@sumnercountytn.gov to schedule the mandatory site visit.
