About this opportunity

The Port of Portland is requesting bids on stormwater infrastructure improvements to the Basin 8 outfall system at Portland International Center, with bids due electronically by 2:00 p.m. on August 27, 2026, and a pre-bid meeting via Microsoft Teams on August 3 at 10:00 a.m. (registration required 24 hours in advance). All bidders must be registered with the State of Oregon Construction Contractors Board prior to bid submission and must identify resident or nonresident status; the Port will apply a percentage increase to nonresident bids equal to any preference given to that bidder in their home state.

The scope includes large-diameter stormwater pipe installation, temporary diversion, manholes, headwalls, grading, sidewalks, curbs, asphalt pavement, electrical conduits, trenching, and landscaping across 40 line items with estimated quantities ranging from 1.00 lump-sum mobilization to 3,737.40 square feet of sidewalk. The contract period runs 170 days from Notice to Proceed for substantial completion, with an additional 30 days allowed for final acceptance. Work is performed at Portland International Center in Multnomah County, Oregon.

Bidders must submit on the Port's prescribed form with bid security of at least 10 percent of the total bid amount. First-tier subcontractors must be disclosed within two working hours after bid opening. Prevailing wage rate requirements under ORS 279C.800 to 279C.870 apply; current rates are available from the Oregon Bureau of Labor and Industries. The contractor must furnish 100 percent performance and labor and material payment bonds. Liquidated damages are $500 per day for delays beyond substantial completion. The Port has committed to a 20 percent registered apprentice participation target for total labor hours. The Port reserves the right to award within 50 days after the bid submission deadline.
