About this opportunity
Portage Public Schools is soliciting sealed bids for the construction of two wood post-frame storage barns with associated electrical and site work at the Northern Campus located at 1000 Idaho Avenue, Portage, Michigan. The project encompasses the construction of two separate storage structures—Barn A (2,048 square feet) and Barn B (1,280 square feet)—classified as Use Group S-1 moderate-hazard storage with Type VB construction, to be completed under a single prime contract. The scope of work includes engineered wood trusses, treated wood posts, concrete slab-on-grade foundations, steel siding, asphalt shingle roofing, overhead door openings, and comprehensive electrical distribution systems (Panel RPA at 60 amps for Barn A and Panel RPB at 100 amps for Barn B, both 208/120V three-phase). Additional deliverables include site utilities coordination, storm water retention systems (833 cubic feet of storage), water service integration, erosion and sediment control measures, and landscape restoration in compliance with the 2015 Michigan Building Code and 2017 National Electrical Code with Michigan amendments. Sealed bids must be submitted to Amanda Howard at Portage Public Schools Administration Building, 8107 Mustang Drive, Portage, Michigan 49002, or electronically by 1:30 p.m. on June 8, 2021, with the bid opening occurring at the Administration Building with a live teleconference option available. Bid documents became available on May 21, 2021, and electronic PDF copies are obtainable by request from Mike Galovan at Tower Pinkster Titus Associates, Inc. (mgalovan@towerpinkster.com). All questions should be directed to Al Shearer, PPS Facilities Manager (ashearer@portageps.org), or Mike Galovan. The project requires completion by August 9, 2021, with final inspections and certificate of occupancy by August 16, 2021.
Bidders are required to submit noncollusion affidavits, Iran Economic Sanctions Act certifications, and Certification Regarding Responsibility Matters with their bids, with notarized disclosure statements required for board recommendation and award. Bid security must be provided in the form of a surety bond, certified check, or cashier's check equal to 5 percent of the bid amount, and successful bidders must furnish performance and payment bonds equal to 100 percent of the contract amount within seven days of receiving the Notice of Award. No bids may be withdrawn for a period of 30 days after submission. The procurement documents do not identify any set-aside designations for disadvantaged enterprises or restrictions limiting the types of organizations eligible to respond. While a mandatory pre-bid meeting is not scheduled due to social distancing requirements, interested bidders are encouraged to arrange site visits with the architect. The general contractor is responsible for obtaining all permits, tap fees, and permanent utility applications with the City of Portage, and the owner must obtain a soil erosion permit from the county and permit coverage from the Michigan Department of Environment, Great Lakes and Energy (EGLE) prior to construction. No specific bid amount or budget range is disclosed in the available procurement documents; however, the project scope and compressed construction timeline (completion by August 9, 2021) suggest a moderately valued contract. The owner reserves the right to accept or reject any or all bids in its sole discretion.
