About this opportunity
The California Department of Water Resources (DWR), San Luis Field Division, is issuing an Invitation for Bid (IFB) for portable toilet rental and septic pump-out services to support operations at multiple locations across Stanislaus, Merced, Fresno, and Kings Counties along the California Aqueduct. The contractor must provide weekly or bi-weekly servicing and maintenance of eleven DWR-owned portable toilet units, keeping them in clean and sanitary condition, as well as on-demand rental, placement, and servicing of additional portable toilet units including standard, luxury, ADA-accessible, and trailer-mounted units, portable hand wash stations, and septic tank pump-out services. Services must be performed Monday through Friday from 7:00 a.m. to 5:00 p.m., excluding state holidays, with a twenty-four-hour response requirement for any missed services. The contractor must provide all labor, maintenance, tools, materials, equipment, insurance, transportation, incidentals, and applicable taxes necessary to perform these services. Required qualifications include comprehensive general liability insurance ($1,000,000 per occurrence/$2,000,000 aggregate), workers' compensation with statutory limits, automobile liability ($1,000,000 combined single limit), and pollution/environmental liability insurance ($1,000,000 per incident/$2,000,000 aggregate). Sealed bids are due February 9, 2026, at 3:00 p.m., with public bid opening scheduled for February 10, 2026, at 10:00 a.m. at the San Luis Field Division office in Gustine, California, and technical questions must be submitted by January 29, 2026, at 3:00 p.m. The three-year contract will begin on July 1, 2026, with evaluation based on the lowest responsible bid meeting all specifications.
Evaluation includes preference programs prioritizing Small Business (SB) certification with a 5% calculation preference, followed by Non-Small Business preference (5% calculation preference when 25% of work is subcontracted to certified small businesses), and Disabled Veteran Business Enterprise (DVBE) incentive (3% to 5% based on participation level). Notably, DVBE program participation is mandatory with a minimum 3% commitment requirement, and failure to meet this requirement results in automatic bid rejection. Bidders must submit two signed copies of their bid package—one hardcopy and one electronic (USB drive)—including the bid sheet, certifications, references, and proof of current business license, with invoices to be paid within forty-five days of receipt by the DWR Accounting Office. The bid amount for the three-year term should encompass all labor, materials, equipment, insurance, transportation, taxes, and incidentals, with monthly billing based on actual service usage rather than estimated quantities. No incumbent vendors or specific budget ranges are identified in the procurement documents.
